Drawing on evidence from first and second elections in emerging democracies, this article addresses issues pertinent to understanding the interplay between institutional design and change on the one hand and on the other hand the course of the democratization process, its background and concomitants. Because the electoral system (understood broadly, that is, not only as seat allocation rules) is often seen as an institution conducive to the legitimation of emerging ‐ and therefore fragile ‐democracies, it is important to examine how the development of the electoral system has influenced the democratic transition outcome, in a number of cases. Cases considered include Kenya, Mongolia, Nepal and Tanzania, while comparisons with countries outside the third world such as Bosnia‐and‐Herzegovina and South Africa throw additional light on the argument. By seeking to avoid both the fallacy of electomlism and the fallacy of anti‐electoralism, the article argues that the electoral system is a crucial factor behind the unsatisfactory course of the democratization process in many countries. More emphasis should be put on sustaining the different prerequisites of democracy, while simultaneously more effort should be put into the preparation of elections, in order to progress beyond simple and inadequate electoral democracy. The technical refinement of the electoral process, while far from sufficient to guarantee democratic development, can be a step in that direction. Credible and transparent elections are conducive to internal legitimacy and the dynamic of the political‐electoral process will gradually bring along more contestation, more participation, and the enjoyment of more rights and liberties.  相似文献

Abstract

Studies on contracting out have provided much needed knowledge about the effect of contracting on different types of services, yet much remains unknown about the antecedents driving the adoption of new contracting practices. The focus of previous studies that have addressed the antecedents of contracting has been on the financial benefit of specific services. This study incorporates the innovation diffusion literature to explore organisational and managerial influences on a novel contracting practice: the contracting out of energy efficiency improvement services in Danish municipalities. The paper finds that the antecedents driving the adoption of contracting out may result from inter-organisational influences as much as managerial factors.  相似文献

Abstract

This paper analyzes the preferences of European defense actors vis-à-vis the European security and defense policy (ESDP) with a view to identifying the main ideational points of convergence and fault lines that structure this policy domain. In an exploratory analysis that relies on an original data-set compiled from systematic interviews conducted with 73 ESDP actors in France, the UK, Germany, and Brussels, we address two research questions. First, what do ESDP actors think about ESDP? Second, can we classify their preferences according to sociological factors that underpin the ESDP domain? To conceptualize the belief system of ESDP actors, we propose a typology that distinguishes (1) the social context in which ESDP actors are embedded and (2) the specific ESDP aspects about which preferences are shaped. Our results suggest that both national and occupational variables play an important role in explaining the preferences of ESDP actors.  相似文献

The paper investigates the ongoing negotiation processes between brand maker and brand users as a key to understand how brands become meaningful. The result of the negotiation processes is the creation of a common consent of meaning, which the brand rests upon. The aim of this paper is to present a pragmatic inspired branding method called a value profile, within the theory of cognitive branding. The method is theoretical anchored in Charles S. Peirce's pragmatic theory and can be used to identify the core values of brands and also identify the possible consequences of how these values influence people to purchase products. ABSTRACT:

This article demonstrates the value of conceptualizing four ideal types when studying ministries’ contract steering of state agencies—relational, double-whammy, performance, and behavioral steering—each defined by its combination of input- and output-oriented steering. In the system under study—Norway—about half of all agencies are subjected to steering with a clear profile; the other half are not. The two profiles often dismissed or overlooked in existing research—relational and double-whammy steering—are most common. Thus, introducing a contract regime has not meant a clear shift from input to output control, as posited by some. Most agency characteristics under study—size, age, political salience, and tasks—have significant effects on the likelihood that an agency is subjected to one type of steering or another. Still, the analysis suggests that agency-level characteristics constrain ministerial choice about which steering to practice only to a limited extent.  相似文献

ABSTRACT

Command systems are widely used to monitor public service provision, but little is known about unintended effects on individual workers’ motivation and work effort. Using insights from motivation crowding theory, we estimate a SEM model that captures how Danish childcare assistants and social/healthcare assistants perceive documentation requirements. We analyze how this perception relates to intrinsic motivation measured in a survey and sickness absence as reported in administrative registers, and find that individuals who perceive documentation requirements as controlling have lower intrinsic motivation and higher sickness absence. The association is statistically significant, but very small in substantive terms. The result is nevertheless consistent with the expectation in motivation crowding theory and contributes to the literature by including a new, reliable behavioral variable—sickness absence—and by drawing attention to possible downsides of command-and-control. Even though command systems can also have positive disciplining effects, knowledge about potential drawbacks is important for public managers.  相似文献

ABSTRACT

Appraisals of public employees are important for a host of reasons, and particularly so with the increasing emphasis on pay-for-performance systems and performance-based management in the public sector. However, managerial appraisals of employees can be somewhat subjective and our understanding of the appraisal process in the public sector is largely U.S.-centric. In this study, we explore whether characteristics of managers, like a rater's public service motivation (PSM), affect appraisal outcomes for their subordinates. Using a mixed experimental design, we analyze these dynamics in a non-U.S. context with MBA and MPA students enrolled in one of Korea's top universities. We find that rater PSM moderates the influence of both task and non-task behavior on an employee's performance appraisal.  相似文献

Legal-, perceived- and objective coercion were examined both separately and together as a measure of accumulated coercion, to determine how coercion affected patient satisfaction in patients admitted for acute psychiatric care. Accumulated coercive events significantly reduced both overall satisfaction, and satisfaction in four of five subscales evaluating different aspects of treatment. Neither legal status nor perceived coercion affected patient satisfaction, while objective coercion had a significant negative effect on overall satisfaction when these measures were analysed separately. Overall patient satisfaction reported at discharge was low, while satisfaction with different aspects of treatment showed considerable variation. The observation that perceived coercion in the admission process did not affect satisfaction significantly underlines the need to further explore the interaction between subjective and objective measures for coercion. It appears that multiple measures for coercion should be used in future studies.  相似文献
