Spillover Effects: Immigrant Policing and Government Skepticism in Matters of Health for Latinos

To what extent do people become less trusting of the government under threatening policy contexts? The authors find evidence that Secure Communities, a bureaucratic program that enhances immigrant policing through collaboration between local law and immigration enforcement agencies, spurs mistrust among Latinos but not non‐Latinos. This article focuses on the politics of immigration and health, two issue areas marked by large‐scale bureaucratic developments over the last 50 years. The authors argue that a major consequence of expanding immigrant policing is its trickle‐down effect on how individuals view public institutions charged with the provision of public goods, such as health information. The results indicate that Latinos in locales where immigrant policing is most intense express lower levels of trust in government as a source of health information. Through a policy feedback lens, the findings suggest that the state's deployment of immigrant policing conveys more widespread lessons about the trustworthiness of government .     

Modelling the relationship between counter‐knowledge and open‐mindedness for policy development

Counter‐knowledge refers to flaws in citizens' mental models arising from utilization of rumours, inappropriate knowledge structures, outdated routines or procedures. When counter‐knowledge is applied to civil servants, it may result in problems of efficiency, equity and motivation. This paper examines the relationship between counter‐knowledge and open‐mindedness to model a framework for improving city marketing and policy development. This study tested two measurement models. While the theoretical model represents the effect of counter‐knowledge on city marketing and that the latter has a negative effect on open‐mindedness, the alternative model involves that counter‐knowledge has a positive indirect impact on open‐mindedness. These relationships are examined through an empirical investigation of 203 Spanish city halls. The results show a potential positive indirect effect of counter‐knowledge on open‐mindedness through city marketing programmes. This paper clarifies the existing literature, which tries to contribute to the discussion of city marketing, and helps us to obtain meaning out of the relationship between counter‐knowledge, city marketing and open‐mindedness. Green multiculturalism: articulations of ethnic and environmental politics in a Colombian ‘black community’

This paper analyzes the intersection of two parallel developments that have had a curious impact on agrarian politics in Colombia: on the one hand, attempts to appropriate land for ‘green’ ends such as biofuel production, which have become ubiquitous all across Latin America, and on the other, the implementation of multicultural reforms, which in Colombia resulted in the collective titling of more than five million hectares of land for ‘black communities’. Although these two developments can be read as contradictory – with ‘green grabs’ threatening ethnic groups’ territorial rights and multicultural reforms purportedly safeguarding them – I argue that, together, they produce a unique political articulation which I term ‘green multiculturalism’.

My analysis of oil-palm cultivation in a ‘black community’ in southwestern Colombia reveals three interrelated consequences. First, I suggest that green multiculturalism produces ‘black communities’ as ‘green’ collective subjects charged not only with being wardens of nature, but also bearers of the responsibility to right environmental wrongs. Second, I note that the agrarian practices associated with oil-palm cultivation act as disciplining technologies that seek to transform local rationalities into entrepreneurial ones. Finally, I contend that these initiatives are ‘landscaping projects’ that seek to transform forms of interspecies relating.
