Triangulation of Salient Studies to Date on Trust-Building in Mediation

Many studies have empirically demonstrated the importance of trust-building between mediators and parties to a dispute. We wrote this article in response to a call by Stephen Goldberg and Margaret Shaw for studies conducted in North America to be triangulated in other countries where mediation is taking off as an alternative tool in the resolution of disputes. Our objective was to test theories on the factors that increase trust-building in mediation. With this in mind, the study conducted by Jean Poitras in Montreal (Canada) was triangulated in the Balearic Islands (Spain) and an analysis was made of the similarities and differences between both studies using different methods.     

Poverty and prosperity among migrant settlers in the Amazon rainforest frontier of Ecuador

Household‐level interview data from a probability sample survey conducted in the northeastern Ecuadorian Amazon in 1990 are used to examine the determinants of income and assets among migrant farmers in the agricultural frontier. Multivariate analysis indicates that size of plot owned, proximity to markets, duration of residence, quality of soil, receipt of technical assistance, off‐farm employment and initial wealth positively influence current household income and wealth. More land in cattle pasture is also associated with higher status. Some settlers are prospering relative to others despite variable soil quality, unsustainable land uses, geographic isolation, apparent scarcity of labor, and lack of supportive infrastructure. The article closes with a discussion of implications for policies to assist small farmers, with some consideration of the potential ecological consequences of farmers’ activities.     

A Reform Without Losers: The Symbolic Economy of Civil Service Reform in Uruguay, 1995–96

This article analyzes the relationship between ideas, interests, and institutions in the 1996 reform of the civil service in Uruguay. Beneath the appearance of a process led by technocratic principles, the reform's agenda and content were shaped by legitimating principles, strongly institutionalized interests, and the political legacy of earlier failed reform attempts. Reformers sought a strategy of a reform "without losers," which, instead of gathering support for adoption and implementation, sought to minimize opposition. This deliberately low-profile strategy left people unaware of the reform's achievements and thereby reinforced a political culture that has made resistance to change both a political virtue and an inescapable condition.     

Factors Explaining Public Participation in the Central Government Budget Process

This paper attempts to examine which factors explain public participation in the budget process in an international comparative approach. In particular, we investigate which socioeconomic, institutional, and political factors promote public engagement in the central government budget process. Using a sample of 93 countries, our results indicate that Internet penetration, population diversity, governmental financial situation, and budget transparency determine opportunities for public engagement in the central government budget process. In addition, we show that not only budget transparency promotes public participation but also public participation is necessary to enhance budget transparency.
