Comparing U.S. and European police subcultures: A field study

This article is a satire of sociology and field anthropology research on comparative police behavior; it uses humorous anecdotes to make a serious point. The author argues that until police supervision is undertaken by civilian review boards, police behavior will never conform to community morality despite attempts at police reform. To support this argument, the author compares U.S., German, Italian, Russian, and French police subcultures in an attempt to calculate (a) the correlation between police behavior and its conformity to community morality, and (b) whether a high correlation results from a high degree of civilian oversight. The author concludes that, because no country has appreciable civilian oversight, and because the police of no country conform to community morality, there is therefore a perfect correlation between lack of civilian oversight and lack of police conformity to community morality.     

Budgetary Control in a Decentralized System: Meeting the Criteria for Fiscal Stability in the European Union

This article provides a set of measures that are recommended to the leadership of the European Union to enhance budgetary balance and control within a highly decentralized system, one that requires the coordination of budgetary policy in more than a dozen nations. These measures are intended to be relevant to European budgetary coordination efforts but also appear to apply to U.S. federal initiatives to reduce the annual budget deficit and total debt. The individual measures recommended include holding increases in expenditures at or below the rate of GDP growth, establishing envelopes for major accounts, placing all entitlement on a pay-as-you-go basis, means testing of entitlements and elimination of automatic entitlement indexing, considering the option of marginal reductions in some entitlement programs, and voting on budgets as single, omnibus packages. The proposal to establish executive line-item budget authority also is evaluated-and rejected.     

Democratic Legitimacy and the International Criminal Court: A Liberal Defence

In response to the criticism that the International CriminalCourt is undemocratic, this article outlines a liberal conceptionof institutional legitimacy and defends its appropriatenessas a moral foundation for the International Criminal Court.In contrast to a communitarian concept of democracy (which seesdemocracy as an expression of the general will), liberals seepolitical legitimacy as stemming from a respect for fundamentalhuman rights. Thus, as long as the International Criminal Courtrespects the right of the accused to a fair trial, then it isa legitimate institution.     

“Freedom of Choice”: Israeli Efforts to Prevent Soviet Jewish Émigrés to Resettle in the United States

Beginning in 1967 the Soviet Union allowed some Jewish citizens to leave for family reunification in Israel (see Appendix ). Due to the break in diplomatic relations between Israel and the U.S.S.R., most émigrés traveled to Vienna where they were then flown to Israel. After 1976 the majority of émigrés who left on visas for Israel “dropped out” in Vienna and chose to resettle in the West. Several American Jewish organizations facilitated their obtaining visas and being resettled in the United States and other countries. This article examines efforts by Israel to deny Soviet Jewish émigrés the option of resettling in the United States. Israeli officials pressured American Jewish organizations to desist from aiding Russian Jews who wanted to resettle in the United States. Initially American Jews resisted Israeli efforts. Following Gorbachev's decision in the late 1980s to allow free emigration for Soviet Jews, the American Jewish community agreed to a quota on Soviet Jewish refugees in the United States, which resulted in most Soviet Jewish émigrés to Israel. The article uses the case study to explore efforts by American Jews and Israel to influence American refugee policy in the 1970s and 1980s. It provides insights into ethnic politics as well as “sponsored politics,” whereby Israel used the American Jewish community to further its interests in the making of United States foreign policy. It also deals with the issue of human rights and migration. While no migrant has the right to go to a country of his or her choice, Israel did deny some émigrés the right to exercise freedom of movement to other countries who welcomed them as refugees.     

Identification of two fire victims by comparative nuclear DNA typing of skeletal remains and stored umbilical tissues

We describe here our collaborative efforts in identifying 2 fatalities of a fire disaster by using a variety of identification techniques. Postmortem findings in both cases were reinforced using Short Tandem Repeat (STR) DNA technology to establish with a high degree of certainty the identities of 2 child victims. STR markers used in the present study include HUMAMEL, HUMCSFIPO, HUMTHO1, HUMvWA, HUMFES/FPS, HUMF13A01, HUMFOLP23, D8S3O6, HUMFGA, and HUMTPOX. Unambiguous identification was made possible through matching DNA profiles generated from skeletal remains with those from umbilical tissues. These tissues were kept by their mothers in accordance with a Philippine tradition and were submitted for DNA analysis. Of the DNA profiles generated from exhumed bone samples of 21 child victims, comparison with the genetic profiles of children A and B obtained from umbilical tissues showed consistent DNA matches with remains 1756 and 1758, respectively.
