Der Beitrag befasst sich mit den exogenen Bestimmungsfaktoren der Koordination raumwirksamer Politiken anhand der vier Agglomerationen von Basel, Bern, Lausanne und Genf. Ein Vergleich von entsprechenden Outcomes zeigt markante Unterschiede zwischen den vier Städten. Nach einer kurzen Kritik der Binnenorientierung gängiger Governance-Ansätze werden die drei exogenen Erklärungsansätze der politischen Geographie, des Institutionalismus und der politischen Kultur in vier Thesen beschrieben. Deren Exploration weist die Wichtigkeit von Kontextvariablen bei der Untersuchung von Ressourcen-Regimen aus. So ist eine Abhängigkeit der inhaltlichen Koordination von soziokulturellen, geographischen und historischen Faktoren auszumachen. Dagegen ist der Zusammenhang mit der Einschätzung der institutionalisierten Koordination nicht eindeutig, was die Vermutung nahelegt, dass im Falle der prozeduralen Koordination die endogenen Faktoren stärkere Erklärungskraft besitzen und die Regime Analysis mithin das geeignetere Mittel zu ihrer Untersuchung darstellt. 相似文献

The Child and Adult Protection Authorities (KESB) have been the subject of controversial discussion since their establishment in 2013. The reform of the Guardianship Law provided for an institutional shift away from local guardianship authorities to regional specialist authorities. This article uses the Narrative Policy Framework (NPF) to examine the history of today’s controversy, simultaneously proposing an analytic strengthening of said framework. Previous NPF studies summarize policy actors into opponents and proponents. As a result, we do not know whether different actors use different narratives. We therefore separate the expert from the MP discourse. The analysis shows that the experts' arguments for a new institutional arrangement and a person‐oriented narrative dominated, which put the fundamental rights of the persons affected by guardianship measures up front. The study contributes to the understanding of the current controversy, in which a person‐oriented narrative seems to be dominant again, directed against the new authorities. 相似文献

Wir argumentieren, dass das Pfadabhängigkeitskonzept des historischen Institutionalismus ein geeigneter Ansatz zur Integration des Top‐down‐ und des Bottom‐up‐Ansatzes der Mehrebenenvollzugsforschung darstellt. Unser Testfall ist die Umsetzung der Nationalen Strategie Palliative Care in den Kantonen. Mittels deskriptiver quantitativer Nachzeichnung und dreier Fallstudien wird die Pfadabhängigkeitshypothese untersucht, dass sich die Palliativversorgung in den Kantonen entlang von Pfaden entwickelt, die durch spezialisierte stationäre Einrichtungen vorgegeben werden, und dass es dem Bund kaum gelingt, diese anhand der Nationalen Strategie Palliative Care zu durchbrechen. Die Empirie bestätigt die Annahme des historischen Institutionalismus, dass positive Rückkopplungen zu Pfadabhängigkeiten führen und dadurch eine Anpassung der Institutionen an die sich wandelnde Umwelt erschwert wird, wobei sich in den Fallstudien unterschiedliche Formen positiver Rückkoppelung mit unterschiedlichen Wirkmechanismen äussern. Spezialisierte stationäre Einrichtungen können als jene Institutionen gewertet werden, die die Entwicklungspfade der Palliative Care und somit das Versorgungsarrangement in den Kantonen prägen. In Bezug auf den Einfluss des Bundes hingegen lässt sich kein allgemeingültiges Fazit ziehen. Since the early eighties, the folic antagonist methotrexate (MTX) has been used in long-term treatment of rheumatoid arthritis. Because of the high toxic potential clinical and laboratory controls at regular intervals and patient education in order to avoid misadventure is of overriding importance. We present four cases of fatal MTX intoxication due to medical malpractice from the Tübingen Institute of Forensic Medicine autopsy material, which show the severe consequences of MTX overdose. It becomes evident that among non-rheumatologists there still is need for information about toxicity and dose limitation in MTX low-dose treatment. 相似文献

Abstract: In the present study, ultrastructural analysis of mitochondrial deposits (black dots within mitochondria) as a method for the detection of early acute myocardial infarction (AMI) was evaluated. In 24 patients with AMI and six controls, analysis was performed in the heart of infarcted patients and noninfarcted controls. In the infarction area in lactate dehydrogenase (LDH)‐diagnosed AMI, the percentage of positive mitochondria was significantly higher compared to corresponding heart tissue in control patients and compared to noninfarcted areas within these patients. Also in patients with a clinically diagnosed AMI but no LDH decoloration, a significant higher percentage of positive mitochondria was found in the left ventricle compared to controls and noninfarcted areas. In patients with AMI, an increase in mitochondria with deposits was found in the infarction area compared to controls and noninfarcted tissue within the same patient, suggesting that electron microscopical changes in mitochondria can be used for the diagnosis of AMI less than 3 h old. 相似文献

A major concern of the ongoing metropolitan debate is the growing need for policy coordination in urban areas. By means of a meta-analysis of 17 case studies regarding the integration of urban transport and land use policies in Western Europe, the present article focuses on the institutional conditions for policy coordination in metropolitan areas. For this purpose, hypotheses are derived from the two classic schools of the metropolitan debate: on the one hand the progressive model that stands for direct public service production by centralised and professionalised bureaucracies within consolidated municipalities, and on the other hand the public choice model that stands for a decentralised, non-professional, and politically dependent administration in fragmented urban areas. The results of a Qualitative Comparative Analysis show that well coordinated policy decisions are only implemented in institutional settings that correspond with the progressive model, thus promoting this model rather than the public choice model. 相似文献

This article addresses a problem faced by many historians of living standards: what was the effect of unemployment on the real incomes of working-class families during industrialization? The 1901 Census of Canada offers a rare opportunity to answer this question, and to measure both unemployment and living standards while taking into account the contributions of all family wage-earners. The complexity of the multilevel European polity is not adequately represented by the single-level theoretical concepts of competing 'intergovernmentalist' and 'supranationalist' approaches. By contrast, empirical research focusing on multilevel interactions tends either to emphasize the uniqueness of its objects, or to create novel concepts – which are likely to remain contested even among Europeanists and have the effect of isolating European studies from the political-science mainstream in International Relations and Comparative Politics. These difficulties are bound to continue as long as researchers keep proposing holistic concepts that claim to represent the complex reality of the European polity as a whole. It is suggested that the present competition among poorly fitting and contested generalizations could be overcome if European studies made use of a plurality of simpler and complementary concepts, each of which is meant to represent the specific characteristics of certain subsets of multilevel interactions – which could also be applied and tested in other fields of political-science research. Four distinct modes of multilevel interaction in the European polity are described –'mutual adjustment', 'intergovernmental negotiations', 'joint-decision making', and 'hierarchical direction'– and their characteristics are discussed by reference to the criteria of problem-solving capacity and institutional legitimacy. 相似文献

This article examines state responses to the changing global economy, by exploring the growth of state international economic activities, variations in these activities, factors promoting and limiting state involvement in international affairs, and implications of these trends for the implementation of state economic development policies. Global economic competition, a changing domestic political and economic landscape, the modernization of state government, and increasingly open international markets have inspired states to increase their international activities. Consequently, dramatic growth in state international activities has occurred in the fields of trade promotion and economic development.
