Drawing on ethnographic material, this article examines how the experiences of refused asylum seekers in Sweden are shaped by migration policies, welfare policies, and gender norms. The article develops a feminist account of deportability to examine some gendered and reproductive aspects of everyday experiences of seeking asylum in Sweden. Focusing on the interview accounts of one heterosexual couple and one woman from Kosovo, I explore how their experiences are formed by the refusal of asylum claims in cases of sexual violence and/or their relationship and parental status. The analysis reflects on the way in which the specific legislative situation in the time period in which these interviews were made led to a privileging of families with children above single migrants and/or couples without children. It also reflects on how experiences of deportability clash dramatically with the idea of Sweden as a women-friendly welfare state.  相似文献

South Africa is an emerging power with fairly strong democratic institutions that were crafted during the transition from minority to majority rule twenty years ago. How has South Africa used its position and power to promote democracy in Africa? Against the backdrop of debates on democracy promotion by emerging powers, this article probes attempts by successive post-apartheid governments to promote democracy in Africa. We argue that although democracy promotion featured prominently in South Africa's policy towards Africa in the immediate post-apartheid period under Nelson Mandela, the administrations of Thabo Mbeki and Jacob Zuma faltered in advancing democratic norms. This is largely because South Africa has confronted pressures to maximize pragmatic national interests, which have compromised a democratic ethos in a continental environment where these values have yet to find steady footing.  相似文献

In this article, we draw on the contradictions in, and the geopolitics of, international election observation in the Democratic Republic of the Congo’s 2006 and 2011 elections to identify and analyse the emergence of a neo-third world behaviour among African states intended to counter the excesses of Western liberal democracy promotion on the continent. We argue that the decision by African states to quickly endorse the 2011 elections and close ranks around Joseph Kabila’s government, amidst mounting international criticisms of the electoral process, should be understood in the context of a new form of third worldism that is emerging in the global South in response to the unrestrained exercise of US power.  相似文献

The purpose of the present study was a) to examine the discriminative power of the Antisocial Process Screening Device (APSD), aggressive traits, impulsiveness, antisocial attitudes and alcohol-related problems between subgroups of Russian juvenile delinquents (n=175) with low versus high levels of violent behavior; and b) to compare the predictive value of these variables in two subgroups defined by higher versus lower levels of psychopathic traits. Results demonstrated that the APSD score, traits of physical aggression and alcohol-related problems were able to discriminate between groups with various levels of violence. Furthermore, the level of violence was the only variant factor when comparing levels of psychopathy. Finally, different sets of predictors emerged for the group with higher versus lower psychopathy scores. The results are discussed in relation to specific features of psychopathy and environmental factors in general and the use of alcohol in particular.  相似文献

This article argues that evidence, even when used politically, contributes to high‐quality democratic discourse. Research results on the use of evidence in referendum campaigns in Switzerland show that (1) evidence fosters discourse quality and shifts the focus away from politics to policy; (2) evaluations and basic research contribute positively to discourse, but not opinion surveys and statistics; (3) the participation of experts and administrative practitioners in discourse is crucial to make evidence available to the public; and (4) evidence is always used as a part of a narrative and can alter the constructed images used in a story. The article documents a panel debate held at the Kiel congress of the German Political Science Association (DVPW) in September 2009. With its Lisbon judgment passed in June 2009, the German Federal Constitutional Court delivered a groundbreaking decision on Germany’s involvement in the European integration process. The Court ruled that the German accompanying law (Begleitgesetz) violated the national constitution because it did not guarantee sufficient parliamentary involvement. Furthermore, the Court announced its intention to intensify the constitutional control of the national applicability of European legal acts (the ultra vires control and the identity control). Stephan Leibfried, Marcus Höreth, Martin Höpner, Fritz W. Scharpf and Michael Zürn discuss the judgment with respect to its implications for the further integration process, for the national and supranational capacities to act, for the democratic quality in the European multilevel system and for political-economic problems.  相似文献

In recent decades, the introduction of market principles has transformed public service delivery into a hybrid. However, little is known about how these changes are reflected in the attitudes of private implementing agents: The hybridization literature neglects individuals, and street‐level bureaucracy research has disregarded hybridization. This article extends Hupe and Hill's ( 2007 ) accountability regimes framework to introduce the market as an additional accountability regime alongside state, profession, and society. Using a configurational approach, the article explores how public and private food safety inspectors in Switzerland perceive the multiple norms for behavior stemming from their environment. Results suggest that the plural accountabilities of for‐profit street‐level bureaucrats can increase the dilemmas involved in their work. Under certain circumstances, for‐profit street‐level bureaucrats have particular difficulties reconciling rule pressure with market incentives and client demands. The extended accountability regimes framework fruitfully captures such dilemmas and helps identify suitable governance responses.  相似文献
