The effect of legal aid on disadvantaged groups and particularly on prison inmates has rarely been investigated. The few existing studies suggest it has a more systematically positive effect than other prison services. Twenty years after the fall of the Berlin Wall and the triumphant celebrations of the West, a new chapter of history has opened featuring the rising powers of Asia, led by China. Though embracing free markets, China has looked to its Confucian traditions instead of liberal democracy as the best route to good governance. Will China manage to achieve high growth and a harmonious society through a strong state and long‐range planning that puts messy Western democracy and its short‐term mindset to shame? Or, in the end, will the weak rule of law and absence of political accountability in a one‐party state undermine its promise? Francis Fukuyama and Kishore Mahbubani, the Singaporean thinker who has become the apostle of non‐Western modernity, debate these issues. In this section we also republish a collective memoir by George H.W. The impact of residential turnover and compositional change at the neighborhood level on local patterns of crime lies at the center of most ecological studies of crime and violence. Of particular interest is how racial and ethnic change impacts intragroup and intergroup crime. Although many studies have examined this effect using city‐level data, few have evaluated it using neighborhood‐level data. Using incident‐level data for the South Bureau Policing Area of the Los Angeles Police Department aggregated to census tracts, we use a novel methodology to construct intragroup and intergroup rates of robbery and assaults. The South Bureau has experienced dramatic demographic change as it has transitioned from a predominately African‐American area to a predominately Latino area. We find support for the social disorganization model, as racial/ethnic transition in nearby tracts leads to greater levels of intergroup violence by both groups as well as to more intragroup violence by Latinos. Such neighborhoods seem to experience a breakdown in norms, which leads to higher levels of violence in all forms. Particularly noteworthy is that intragroup crime is highest in all settings, which includes the most heterogeneous tracts. We also find support for the consolidated inequality theory, as greater inequality across the two groups leads to more violence by the disadvantaged group.  相似文献

Abstract Fourteen years of market-oriented reform in Mexico have led to many economic changes. However during 1982–1994 there was relatively little change in the hydrocarbon sector. This article seeks to explain the slowness of reform essentially in political terms. While political constraints on reforming the hydrocarbons sector were genuine, it is also clear that the De la Madrid and Salinas governments chose to avoid controversial decisions in this sector as far as possible. Risk aversion seems, at least in this context, to have been a characteristic of Mexican authoritarianism during 1982–1994. Because of the inherent importance of the oil and gas sector to the Mexican economy, the slow growth of production since 1982 (largely resulting from extreme policy caution) provides a part of the explanation for the slow growth of the Mexican economy as a whole.  相似文献

Administrative intensity is arguably a major determinant of public service performance. Although a large administrative function might constitute a bureaucratic burden, it could also enable organizations to better coordinate key activities. In particular, administrative intensity may strengthen or weaken the performance effects of other key organizational characteristics, such as size and task complexity. To explore these ideas, we analyse the separate and combined effects of administrative intensity, organization size and task complexity on the research and educational performance of UK universities between 2005 and 2011. The statistical results suggest that administrative intensity has a performance pay‐off for big and complex organizations.  相似文献

The task complexity and size of public service organizations are arguably key determinants of the proportion of resources devoted to administration. Moreover, the combined effect of these two variables is also likely to have important implications for the scale of the administrative function. To explore the separate and combined effects of task complexity and size on administrative intensity in public service organizations, we examine the determinants of the relative proportion of resources allocated to central administration rather than academic departments in UK universities between 2003 and 2008. The results suggest that there is a non‐linear U‐shaped impact of both task complexity and size on administrative intensity, and that in combination these characteristics lead to a bigger central administrative component in universities. Theoretical and practical implications are discussed.  相似文献
