Russia’s Power Politics in Ukraine and Syria: Status-seeking between Identity,Opportunity and Costs

Abstract

This article looks at Russia’s exercise of power politics in Ukraine and Syria as a way of improving its international status. Russia’s recent willingness to use power and coercion is theoretically counterintuitive as it appears to be in dissonance with the prevalent characterisation of the country as a status-overachieving inconsistent power. We argue that this behaviour is not the result of a consistent weighing of status against capabilities, but rather reflective of both internal and external dynamics. We analyse issues of identity, opportunity and costs as factors that influence Russian foreign action, showing that power politics will not solve Russia’s status-inconsistency problem in the long run.     

Social modeling in the transmission of suicidality

Evidence from twin, adoption, and family studies suggests that there is strong aggregation of suicidal behaviors in some families. By comparison, the role of social modeling through peers has yet to be convincingly established. This paper uses data from four large studies (the WHO/EURO Multicentre Study on Suicidal Behaviour, the WHO/SUPRE-MISS, the CASE study, and the Queensland Suicide Register) to compare the effects of exposure to fatal and nonfatal suicidal behavior in family members and nonfamilial associates on the subsequent suicidal behavior of male and female respondents of different ages. Across all studies, we found that prior suicidal behaviors among respondents' social groups were more important predictors of suicidal behavior in the respondents themselves than previous research had indicated. Community-based suicide attempters in the WHO SUPRE-MISS had higher rates of exposure to prior suicide in nonfamilial associates than in family members. In an adolescent population, exposure to prior fatal suicidal behavior did not predict deliberate self-harm when exposure to nonfatal suicidal behavior (both familial and social) were controlled for, but exposure to nonfatal suicidal behaviors in family and friends was predictive of deliberate self-harm and suicide ideation, even after controlling for exposure to fatal suicidal behavior. The potential impact of "containment" of information regarding suicidal behaviors as a prevention initiative is discussed, in light of information behavior principles of social marketing.     

Revolutions: a twenty-first-century perspective

Abstract

We held the ‘Revolutions’ conference in 2017 to commemorate the Russian Revolution and redeem the actual record of revolutions in the Third World for the left. A quarter-century after the demise of the USSR, we found liberal capitalist triumphalism unwarranted. Two of the most important expectations to which it gave rise – that the world had become ‘unipolar’ and that it would enjoy a ‘peace dividend’ – remained unfulfilled. Instead, the world became multipolar and the West, led by the United States, engaged in unprecedented economic and military aggression against countries that contested its power. If this were not enough, social unrest and explosions in the First World as well as the Third underlined the relevance of revolutions. To trace their lineage, we recall capitalism’s intimate relation with revolution. It has needed revolutions to usher it into history and to usher it out. In addition to revolutions against developed capitalism, we also underline how important and necessary revolutions against nascent capitalism in various parts of the world have been. The contributions in this volume explore different parts of this lineage and vivify revolutions for our time.

From class struggle to class compromise: Redistribution and growth in a South Indian state

This article examines the evolution of class politics and developmental strategies in the state of Kerala in South India. Following Independence, lower‐class mobilisation produced an agrarian transition and resulted in the consolidation of a redis‐tributive‐welfarist state. Since the early 1980s, however, the economic contradictions of labour militancy and redistribution in a sub‐national economy have resulted in the decline of the politics of class struggle in favour of the politics of class compromise. Labour militancy and opposition to capital have given way to corporatist arrangements that emphasise accumulationist strategies of development. This transition has been made possible by the mediating capacity of an interventionist state and the politically hegemonic position of the working class.     

Freedom,Equality and Fraternity in Kant’s Critique of Judgement*

At least during his critical period, all of Kant’s philosophical works have a secret political dimension. Among other things, following the analysis of Hannah Arendt, the Critique of Judgment – paragraph 40 in particular – became a main text of political philosophy. In looking at the Critique of Judgement from a political perspective, I shall refer not to paragraph 40 but to the Kantian discussion of pure aesthetic judgement. In my opinion, one can understand Kant’s remarks on aesthetic judgement, and especially transcendental anthropology, as meaning that Kant philosophically attributes the three political ideas of the French Revolution (liberty, fraternity and equality) to the whole human being as such, and not just to the intelligible man.     

Management of forensic psychiatry patients who refuse medication--two scenarios

An Ohio federal court set Wyatt-type standards for treatment rights of forensic psychiatry patients and ordered legal due process-type hospital hearings to protect patients from what the court considers harmful clinical practices. Experience with this legal method for management of patients who refuse medication is examined for its impact on staff and patient care. Under legal pressure Ohio has built new regional forensic psychiatry hospitals. In one, spurred by legal activism, the prevalence of patients refusing medication has become pandemic. In its typical 16-bed ward, when 2 or more patients refuse medication, danger escalates rapidly for patients and staff. The method adopted to manage these situations is to assess the emergency of danger to patient or others, and if warranted to administer medication despite objections. This emergency management is dramatic in improving patient behavior and defusing milieu tensions. The psychiatrist ordering emergency management, however, faces challenges from several quarters--patient advocates, outside patients' rights legal advocates, and the commissioner of mental health. The clinically managed process contrasts markedly also with the legally imposed one in its impact on the personal and professional integrity of the responsible psychiatrist. Both scenarios illustrate the task yet remaining--integration of the clinical and legal concerns into a multisystem resolution of diverse interests, values, ethics, and rights.
