In this article, we examine the continuity of harms and traumas experienced by women before, during and after war and other mass violence. We focus on women because of the particular challenges they face in accessing justice due to patriarchal structures and ongoing discrimination in the political, economic and social, as well as legal spheres, and because of the gendered nature of the crimes and harms they experience. We use the four key pillars of transitional justice identified by the United Nations as a framework to analyse how these harms are addressed in the context of criminal prosecutions, truth commissions, reparations and institutional reform. We conclude that a gender-transformative approach to transitional justice that focuses on transforming psychosocial, socioeconomic and political power relations in society is needed in order to attain human rights for women and build a sustainable peace.  相似文献

The study of policy reform has tended to focus on single‐stage reforms taking place over a relatively short period. Recent research has drawn attention to gradual policy changes unfolding over extended periods. One strategy of gradual change is layering, in which new policy dimensions are introduced by adding new policy instruments or by redesigning existing ones to address new concerns. The limited research on single‐stage policy reforms highlights that these may not endure in the postenactment phase when circumstances change. We argue that gradual policy layering may create sustainability dynamics that can result in lasting reform trajectories. The European Union's Common Agricultural Policy (CAP) has changed substantially over the last three decades in response to emerging policy concerns by adding new layers. This succession of reforms proved durable and resilient to reversal in the lead‐up to the 2013 CAP reform when institutional and political circumstances changed.  相似文献

This article attempts to engage in a preliminary twinned study of the foreign policy styles of Mahathir bin Mohamad and Lee Kuan Yew within the framework of ‘modernizing Southeast Asian foreign policies’. Modernization is a process of immense multidimensional displacement in economy, society, political system, attitudes towards politicians, identities, work, and consumption. As such the onus falls upon their leaders to either mitigate change or productively awaken their followers to embrace a new mode of thought. Both Lee and Mahathir have however chosen to engage in the foreign policy of intellectual iconoclasm featuring the narrative of ‘productive shock’, manufactured nationalist logics, elitist policy-making and elaborate self-propaganda.  相似文献

The UNESCO World Heritage List is an international inventory of natural and cultural sites that are, according to the conception of its initiators and administrators, of importance for mankind as a whole. The evaluation of the list can be interpreted as a specific form of the social production of the valuable. Focusing on the cultural sites, the paper argues that the production of World Heritage renders a form of practical universalization of the value of particular goods. It centres on the questions of how a site is produced as culturally valuable, how its value is universalized, and what role is played by the concept of authenticity in the process. Two aspects of the evaluation practice are examined with regards to the production of universalization: working with and working on the assessment criteria. It is shown that universality and particularity are interwoven in this practice.  相似文献

Building on the transactionalist paradigm in the tradition of Karl W. Deutsch as well as on Arndt Sorge’s theory of tiered social spaces, this study examines why everyday actions and attitudes are more centered on Europe (i.?e. “Europeanized”) in some EU member states than in others. Analyzing a variety of survey data on the EU-27 countries with partial correlation models, it is shown that the macro-level determinants of Europeanization differ between actions and attitudes. While actions are more Europe-centered in small and affluent countries, attitudes are more Europe-centered in post-communist states as well as in countries that are located in the geographical center of the EU and that do not have a protestant religious tradition. Contrary to transactionalist theory, the Europeanization of actions does not coincide with the Europeanization of attitudes: “doing Europe” and “feeling Europe” do not go hand in hand.  相似文献
