Homosexuality and the African Charter on Human and Peoples' Rights: What Can Be Learned from the History of the European Convention on Human Rights?

Despite differences between the European Convention on Human Rights (ECHR) and the African Charter on Human and Peoples' Rights (ACHPR) in terms of the substantive rights guaranteed and machineries to enforce them, both instruments have been foundational in the establishment of organizations that share a common history of rejecting human rights complaints from homosexuals. Although the contemporary jurisprudence of the European Court of Human Rights (ECtHR) on homosexuality may contrast sharply with that of the African Court on Human and Peoples' Rights (ACtHPR) and the African Commission on Human and Peoples' Rights (ACmHPR) – because the ACtHPR and ACmHPR have never upheld a complaint relating to sexual orientation – the early history of the ECtHR and the former European Commission on Human Rights (ECmHR) mirrors the current African stance. This article explores what those seeking to develop gay and lesbian rights in Africa might usefully learn from the historical evolution of similar rights under the ECHR.     

Curzon,Lloyd George and the control of British foreign policy, 1919–22: A reassessment

This article reappraises the complex relationship between Lord Curzon and Lloyd George in the years between the former's appointment as Foreign Secretary and the latter's fall from office as Prime Minister in 1922. It argues that the widely held view that Lloyd George held Curzon in contempt and marginalized him in the conduct of foreign affairs is not accurate. Their relationship is presented as being one of mutual respect and significant levels of cooperation. The article thus questions the extent to which the Foreign Office suffered an ‘eclipse’ in this period.     

Doing Nothing is Sometimes Worse: Comparing Avoidant versus Approach Coping Strategies with Peer Victimization and Their Association to Depression and Suicide Ideation

ABSTRACT

Peer victimization is a major stressor adolescents often face in the school environment, and has been linked to depression and suicidal risk. This study analyzed the associations between three behavioral coping strategies (avoidance, seeking social support from adults/peers, and retaliation) and depression and suicidal ideation. Participants included 4,254 victimized students who were part of the Saving and Empowering Young Lives in Europe (SEYLE) study that compared three school-based prevention interventions and collected information on health risk behaviors in adolescents from 11 European countries. Results showed behavioral avoidance to be associated with an increase in levels of depression, as compared to the other coping strategies (adult social support, peer social support, retaliation). Seeking social support from adults was associated with lower depression and suicidal ideation rates. A more than 25% increase in suicidal ideation was associated with behavioral avoidance, compared to seeking social support from adults. By contrast, retaliation to peer victimization was not found to be associated with increased depression or suicidal ideation. The findings support the Coping Deficit model and may suggest that abstaining by doing nothing when victimized can be associated with certain adverse emotional outcomes.     

Economic calculation in the Soviet Union

The article seeks to analyse the relationship between different forms of economic calculation in the Soviet Union, concentrating on monetary calculations used by the State Bank and on the use of ‘material balances’ and of input‐output analysis in planning the Soviet economy. It provides a critique of Bettelheim's analysis of the role of monetary calculation in the Soviet Union and, using the work of Lavigne, attempts to provide a foundation for a specific analysis of economic calculation (and hence, relations of production) in the Soviet Union. The article concludes by arguing that the variety of methods of calculating used in the Soviet Union, and the generation of ‘needs’ by organisational exigencies which may not be fully taken into account in the main methods of calculation, undermine the common conception of planning as the rational pursuit of certain ideal ends, a conception which is unfortunately still influential in many socialist conceptions of planning. Finally, in rejecting the view that one can conceive of socialism as a certain ideal state of affairs, the article argues that political critiques of the Soviet Union do not entail the rejection of the view that it is a socialist society.
