Abstract: The management of police by government in Australia is a controversial but neglected topic, with little research or theoretical work having been undertaken. What is clear from the limited information available is that governments tend to adopt an arms-length policy and allow police to act with a greater degree of independence than they do with many other government agencies. What underpins this approach is the traditional British model for managing police. This model is considered in this paper, along with other matters such as local police statutes, discretion, statutory authority status and accountability. These aspects of the arms-length approach are discussed in the light of current policy-making and accountability systems. Consideration is also given to the question of whether this approach by government is still appropriate.  相似文献

This research considers the effects of reapportionment on partisan competition. More precisely, this study develops a set of specifications under which we might expect varying effects of reapportionment on electoral patterns. By considering the history of political competition in the state, the geographic distribution of partisans, the history and methods of previous apportionments, and the political nature of the reapportionment, a set of specific hypotheses regarding the effects can be deduced. The theory is tested by application of it to the state of Oklahoma. Utilizing an interrupted time-series analysis of election results, we conclude that the 1964 reapportionment in Oklahoma had immediate electoral consequences. The 1971 reapportionment had virtually no effect. These findings are consistent with the expectations based on the theory developed in the paper.  相似文献

The US Army’s Night Vision and Electro-Optics Laboratory, Fort Belvoir, Virginia, has for the past decade encouraged the transfer of its unique technology into the non-military community. Our scientists and engineers have developed a wide spectrum of devices that provide the military forces with such benefits as being able to “see” at night without being detected, the ability to accurately determine ranges and to designate targets. Although our objective has been to develop devices to enhance the combat effectiveness of the US Army, many of these night vision and electro-optical devices have a great potential for serving useful functions in the non-military community. Therefore, the technology behind these devices which are not classified may, as the need dictates, be transitioned into the private sector through technology transfer. It is the intent of this paper to provide an introduction to the nature of this technology and to illustrate by high-lighting selected spinoffs, the many uses of night vision and electro-optics which have been adapted by the non-military community.  相似文献

While researchers have documented the possible effects of divorce on children's interpersonal relationships with significant others (e.g., parents, siblings, peers), research efforts examining the role of grandparents within these children's social networks are limited. For the present study, 588 late adolescent college students (266 males, 322 females) completed the Network of Relationships Inventory (W. Furman and D. Buhrmester [1985] Children's Perceptions of the Personal Relationships in Their Social Network, Developmental Psychology, Vol. 21, pp. 1016–1024) and frequency of contact estimates on each available biological grandparent. One hundred sixty-eight students were from families in which their biological parents had been divorced for more than two years. The remaining late adolescents were from intact families (i.e., biological parents still married). As hypothesized, late adolescent grandchildren from divorced families indicated less satisfactory relationships with paternal grandparents. In addition, granddaughters from divorced families indicated poorer relationships with parental grandparents when contrasted to grand-daughters in intact families and grandsons from divorced families. However, visible and phone contact with grandparents played a major role in sustaining relationships with grandparents for grandchildren from divorced families. Granddaughters, in general, also reported stronger relations with maternal grandmothers, regardless of group status. Explanations are offered for these results, as well as suggestions for future research.Received Ph.D. in developmental psychology from Virginia Commonwealth University. Applications of modern methods for analyzing data with missing values, based primarily on multiple imputation, have in the last half‐decade become common in American politics and political behavior. Scholars in this subset of political science have thus increasingly avoided the biases and inefficiencies caused by ad hoc methods like listwise deletion and best guess imputation. However, researchers in much of comparative politics and international relations, and others with similar data, have been unable to do the same because the best available imputation methods work poorly with the time‐series cross‐section data structures common in these fields. We attempt to rectify this situation with three related developments. First, we build a multiple imputation model that allows smooth time trends, shifts across cross‐sectional units, and correlations over time and space, resulting in far more accurate imputations. Second, we enable analysts to incorporate knowledge from area studies experts via priors on individual missing cell values, rather than on difficult‐to‐interpret model parameters. Third, because these tasks could not be accomplished within existing imputation algorithms, in that they cannot handle as many variables as needed even in the simpler cross‐sectional data for which they were designed, we also develop a new algorithm that substantially expands the range of computationally feasible data types and sizes for which multiple imputation can be used. These developments also make it possible to implement the methods introduced here in freely available open source software that is considerably more reliable than existing algorithms.  相似文献

Prior research has linked the innovative behavior of public sector employees to desirable outcomes such as improved efficiency and higher public service quality. However, questions regarding the drivers of innovative behavior among employees have received limited attention. This article employs psychological empowerment theory to examine the underlying processes by which entrepreneurial leadership and public service motivation (PSM) shape innovative behavior among civil servants. Based on three‐wave data from 281 Chinese civil servants and their 59 department heads, entrepreneurial leadership is found to positively influence subordinates' innovative behavior by enhancing two dimensions of psychological empowerment: meaning and impact. Additionally, PSM was found to influence subordinates' innovative behavior by enhancing the dimensions of meaning and competence. These findings suggest that to facilitate innovative behavior among employees, public organizations should consider introducing training that encourages leaders to serve as entrepreneurial role models and recruit employees with high levels of PSM.  相似文献

In recent years, scholars have expended considerable efforts to understand the executive appointment process and the forces influencing the choices made by the president and the Senate. However, some factors integral to theoretical models have not been well integrated empirically, and other relevant factors have not been incorporated much at all. Here, we focus on one determinant corresponding to the former critique—nominee ideology—and another corresponding to the latter—the independence of decision makers in the targeted agencies. We examine a series of theoretically driven hypotheses regarding the effects of both ideology and independence on who gets nominated and if and when nominees are eventually confirmed. Results show nominee ideology and decision maker independence matter a great deal and factor into presidential strategic choices and senatorial responses in ways according to expectations. Our findings have important ramifications for understanding appointments empirically and for future theoretical development.  相似文献
