Casuistry,Commentary and Killing Cattle: Transgressing Notional Borders of Belonging

In 2011, ABC Television’s Four Corners broadcast “A Bloody Business”. The program’s confronting subject was the live cattle trade to Indonesia, and in particular, disturbing slaughtering practices. Notable was repeated use of the phrases “Australian cattle”, “Australian livestock” and “Australian animals”. The inference was that these were “our” cattle, some of which suffered shockingly cruel deaths. The implicit nationalism informing the program’s emotional provocation begs the question in what sense were the cattle, an introduced cloven-hooved domesticated animal, Australian? This raises related questions: if cattle are “ours”, why not other exotic flora and fauna, and what of settlers and more recent immigrants too? After briefly discussing this program, the paper considers a range of different engagements with Australian landscapes. Of principal interest are affinities to landscape based on social organisation. Pivotal to this are notions of lifescapes and emotional geographies. These notions form the foundation for following discussion on several disparate entanglements with landscape. The discussion ranges across cattle, pastoralists, Aborigines, water buffalo, other exotic flora and fauna, kangaroo shooters, shearers and immigrant responses to national parks. In doing so, the paper explores the vexed issue of who and what can be included in the embrace of Australian nativeness.     

The Participation Paradox of Indigenous Autonomy in Mexico

As indigenous movements around the world seek to strengthen their collective voice in their respective political systems, efforts continue to design political institutions that offer both sufficient local autonomy and incentives to participate in the broader political system. The state of Oaxaca, Mexico, offers a test case of one such effort at indigenous‐based institutional design. This article argues that such reforms often fail to confront the tension between local autonomy and citizen engagement in politics outside the borders of the community. Testing this theory through a comparative analysis of voter turnout rates in municipalities across the state of Oaxaca and the neighboring state of Guerrero, this study finds that the adoption of indigenous institutions at the local level is associated with significantly lower voter turnout rates for national elections.     

Psychological Assessment of Chief of Police Candidates: Scientific and Practice Issues

This report examines issues associated with the selection of a Chief of Police. A review of the literature indicates minimal progress in specifying appropriate objective selection procedures for the Police Chief. This is attributable to a research focus on broad leadership styles, rather than specific competencies, and an inattention to the unique needs of individual jurisdictions. As a potential alternative, a hiring process model is offered that includes a systematic job analysis within the given jurisdiction, and the use of a reliable and well-validated instrument to assess job candidates’ leadership potential and skills. This approach is illustrated by a case study of a medium-size city that followed the recommended procedures to make a hiring decision that has been sustained across more than a year’s time, and which appears to be working out. The uses of testing results to help the Chief of Police to enhance personal capabilities within the new position also are discussed.     

Getting Rich and Staying Connected: the organizational medium of Chinese capitalists

This article answers the following question: ‘What is the organizational medium that has allowed a few Chinese businesspeople in East and Southeast Asia to accumulate considerable wealth and economic power?’ In the course of giving an answer, we show the organizational differences between traditional business networks in the late Qing and early Republican periods and the Chinese business networks in modern capitalist Asia. We argue that, throughout the twentieth century, Chinese business people outside of China proper began to adapt Western corporate structures for their own purposes and that this organizational innovation allowed Chinese to develop and sustain personal networks through which wealth and power could be concentrated.     

Child sex tourism: extending the borders of sexual offender legislation

Child sex tourism, the act of traveling to engage in sexual acts with minors, plagues developing nations worldwide. Several laws have been passed internationally in recent years designed to curtail this practice. Government entities and human rights organizations have driven these efforts. United States citizens represent a significant proportion of participants in child sex tourism. The PROTECT Act of 2003 prohibits United States citizens from participating in sexual acts with minors while traveling, and establishes extraterritorial jurisdiction. The case of Michael Lewis Clark, the first United States citizen convicted under this legislation, is highlighted. Child sex tourism poses unique issues to courts that will require ongoing clarification as challenges arise. This article discusses potential future challenges, describes strategies to address this problem, and relates this issue to psychiatry. Mental health providers may have the role of evaluating both the victims and perpetrators of child sex tourism. The authors propose a classification system for offenses and an initial list of topics to discuss with victims. The authors also describe the proper mechanism for reporting United States citizens suspected of participating in child sex tourism.
