This report examines issues associated with the selection of a Chief of Police. A review of the literature indicates minimal
progress in specifying appropriate objective selection procedures for the Police Chief. This is attributable to a research
focus on broad leadership styles, rather than specific competencies, and an inattention to the unique needs of individual
jurisdictions. As a potential alternative, a hiring process model is offered that includes a systematic job analysis within
the given jurisdiction, and the use of a reliable and well-validated instrument to assess job candidates’ leadership potential
and skills. This approach is illustrated by a case study of a medium-size city that followed the recommended procedures to
make a hiring decision that has been sustained across more than a year’s time, and which appears to be working out. The uses
of testing results to help the Chief of Police to enhance personal capabilities within the new position also are discussed. 相似文献

This article answers the following question: ‘What is the organizational medium that has allowed a few Chinese businesspeople in East and Southeast Asia to accumulate considerable wealth and economic power?’ In the course of giving an answer, we show the organizational differences between traditional business networks in the late Qing and early Republican periods and the Chinese business networks in modern capitalist Asia. We argue that, throughout the twentieth century, Chinese business people outside of China proper began to adapt Western corporate structures for their own purposes and that this organizational innovation allowed Chinese to develop and sustain personal networks through which wealth and power could be concentrated. 相似文献

This essay borrows from our civic humanist tradition to present an alternative to the more dominant neo-utilitarian approach to evaluating current decisions and their potential burden on future generations. The analysis first focuses on financial debt, and then applies the framework beyond the realm of financial policy. The framework exposes some limitations in the rational-quantitative approach to policy decision, and embraces the art of stewardship as a more encompassing and appropriate role in public life. Stewardship brings intergenerational obligations to bear on decisions that current analytic techniques fail to regard as meaningful. The ways and means of stewardship are matters more of prudent judgment and passionate commitment to ways of life than of rigorous analytic precision. Child sex tourism, the act of traveling to engage in sexual acts with minors, plagues developing nations worldwide. Several laws have been passed internationally in recent years designed to curtail this practice. Government entities and human rights organizations have driven these efforts. United States citizens represent a significant proportion of participants in child sex tourism. The PROTECT Act of 2003 prohibits United States citizens from participating in sexual acts with minors while traveling, and establishes extraterritorial jurisdiction. The case of Michael Lewis Clark, the first United States citizen convicted under this legislation, is highlighted. Child sex tourism poses unique issues to courts that will require ongoing clarification as challenges arise. This article discusses potential future challenges, describes strategies to address this problem, and relates this issue to psychiatry. Mental health providers may have the role of evaluating both the victims and perpetrators of child sex tourism. The authors propose a classification system for offenses and an initial list of topics to discuss with victims. The absence of a core means that a majority coalition can never choose a policy that will keep it safe from minority appeals to its pivotal members. In two dimensions, strategic minorities will always be able to offer pivotal voters attractive policy concessions. We argue that this instability of multidimensional politics explains why minorities raise wedge issues and how wedge issues result in partisan realignment in legislative politics. Applying agenda‐constrained ideal point estimation techniques to immigration debates, we show that the Reagan coalition—pro‐business and social conservatives—has been vulnerable on the wedge issue of immigration and that parties have switched their positions on immigration over the last three decades. We use the uncovered set as the best‐fit theoretical solution concept in this legislative environment, to capture the limits of majority rule coalitional possibilities and policy change in the two‐dimensional absence of a core. 相似文献

The world's attention has focused on Zimbabwe as the country has moved from the turmoil of the 2008 elections to a tentative democratic transition under the current Inclusive Government. The country's newly elected local authorities and an apparent interest in decentralization have been largely ignored in the process, however. This essay thus provides an extensive, survey‐based examination of local governance in Zimbabwe as of 2009. Four areas are discussed. First, with the growth of the political opposition to the ruling regime, local governance has also suffered from the deep polarization among all the country's institutions. The inexperience of the new local councilors vis‐à‐vis local administration officials also holds significant ramifications. Second, although local officials believe that public participation in decision‐making is strong, citizen involvement is actually quite weak. Third, reeling from the country's 2008 economic crisis, local authorities were operating as best as they could on minimal income and barely functioning in many areas. Financial transfers ended long ago; revenue generation remains poor. Finally, this essay captures the poor state of public services. Achievement of a national democratic consensus, decentralization that actually promotes democratic local governance and strengthening once‐strong local institutional capacity will determine the future progress of local governance.
