This paper argues that a formalised small-scale gold mining sector could ameliorate Sierra Leone's emerging ‘crisis of youth’. Burgeoning pockets of unemployed young men now found scattered throughout the country, the mobilisation of whom proved instrumental in prolonging civil war in the 1990s, have fuelled fresh concerns about renewed violence. If supported, small-scale gold mining could provide immediate economic relief in the form of direct employment and downstream activities. Its promotion, however, is contingent upon a radical change in mindset in policymaking circles. Artisanal and small-scale mining (ASM) is replacing smallholder farming as the principal income source in parts of rural Ghana. Structural adjustment policies have removed support for the country's smallholders, devalued their produce substantially and stiffened competition with large-scale counterparts. Over one million people nationwide are now engaged in ASM. Findings from qualitative research in Ghana's Eastern Region are drawn upon to improve understanding of the factors driving this pattern of rural livelihood diversification. In rapid succession leftwing parties have been elected to government in some of the most important countries in the Latin American region. I challenge the view that there are two distinct variants of the left—one populist, the other social democratic—and argue that variation on the left reflects the diverse conditions under which these forces emerge and evolve. I outline common features shared by the left in Latin America; suggest how the concept of populism and analysis of social movements can help explain this variation; and show how the left's commitment to egalitarianism, balancing markets, and, in some cases, its appeals to the constituent power of the people enabled it to benefit from disillusionment with the results of neoliberalism, the poor performance of democratic governments in Latin America, and the evolving international context. 相似文献

Between 1919 and 1926 Weimar Germany pursued a foreign policy that sought to place Germany in a position to mediate between Soviet Russia and the United States. In particular, Berlin was eager to act as a mediator in the economic and commercial relations between these two powers. Germany hoped that such a policy would align it with two Powers that, like itself, were hostile to the Versailles order. Berlin also hoped that such a relationship would contribute to German postwar economic recovery and thereby to Berlin's re-emergence as a Great Power in the aftermath of its defeat in 1918. This policy culminated in 1925–1926 with Berlin's efforts to arrange for American financing of a 300 million Mark credit to the Soviet Union. Urban waste services in Portugal have historically been provided together with other services, such as the water services. Despite the lack of discussion on this subject in the literature, some questions have been raised about the gains, in terms of efficiency, of this policy. Following a recent and robust partial nonparametric frontier model, based on order-α, we intend to evaluate the presence of economies of scope in the Portuguese waste sector. Furthermore, we also estimate the economies of scale using the traditional data envelopment analysis. The results show the absence of economies of scope between waste and water (and wastewater) services. In addition, we identify the presence of economies of scale in smaller municipalities. Most studies on Middle East security focus on traditional threats such as military aggression and terrorism. This draft report examines the scope and dimensions of a broadened regional security agenda. It focuses on three specific issues: the opium trade in Central and Southwest Asia; unregulated population movements from the Persian Gulf, Afghanistan and North Africa; and maritime piracy around the Horn of Africa and Arabian Peninsula. Although Washington is not directly affected by any of these "soft" or "grey area" challenges, they are relevant for the United States in at least five respects. First, they represent a subset of the transnational problems that both the Clinton and Bush administrations have emphasized as a growing threat to national and international stability (such as international organized crime, corruption and generalized non-state violence and chaos). Second, they have, in varying degrees, undermined and distorted institutional state capacity, trade and (legitimate) economic growth in a region that is of geostrategic importance to Washington. Third, all carry significant implications for the lives, welfare and safety of ordinary citizens, including Americans. Fourth, in certain instances they have interacted with other sources of political tension to act as an additional catalyst for inter-state hostility and rivalry. Finally, because these challenges cannot be readily deterred by established mechanisms of border security, they necessarily require innovative and novel countermeasures--something that the United States is well placed to facilitate, both by virtue of its resources and global leadership role. 相似文献

Ethnic outbidding in divided societies can have dire political consequences, ranging from the derailment of peace processes to inter-ethnic warfare. This article investigates the conditions contributing to successful outbidding within the framework of protracted peace negotiations by using the contrasting cases of Northern Ireland and Cyprus. Evidence demonstrates that successful outbidders are able to exploit the fears of their communities with respect to inter-ethnic compromise while identifying appropriate strategies and opportunities for redressing these grievances. The article demonstrates that the degree of outbidding success over the long term derives from combining diagnostic and prognostic frames linked to credible political and constitutional strategies. 相似文献
