Three newly established public agencies built regional rail projects in Los Angeles County from 1978 to 2002. The Los Angeles County Transportation Commission, the Los Angeles Metropolitan Transportation Authority, and the Alameda Corridor Transportation Authority were experiments in regional governance. Conventional understanding of these agencies only partially explains their successes and failures. One path to improved understanding is to combine research on the politics of designing new public agencies with research on cooperation in collective action problems. What emerges is an untold story of American politics: the evolution of mechanisms that promote cooperation. Four findings emerge: (1) conflict is inevitable; (2) public agencies can succeed despite the problems of politics; (3) successful regional solutions are intensely local; and (4) cooperation emerges from supply-side mechanisms that create new resources rather than reallocate existing resources. The limits of politics are neither random nor predestined—neither is the governance solution.  相似文献

This essay examines the interplay between nationalism and foreign policy in China—but with a twist. It seeks to loosen up analytical categories to expand from cultural nationalism to see how civilization constructs identity in national and transnational ways. It examines the limits of Chinese trans/nationalism according to the main Chinese expression of inside/outside—‘civilization/barbarism’—as it constructs Chinese nationalism and Greater China. The purpose is to both critically examine Chinese nationalism and to trace what our focus on the nation-state obscures: namely, transnational politics. Rather than recounting one master narrative of Chinese nationalism, the essay argues that civilization and barbarian define Greater China according to four narratives—nativism, conquest, conversion and diaspora. Hence, the essay does not merely deconstruct the notion of Greater China and Chinese nationalism, but shows how these four grids of meaning can help us to understand identity politics and foreign policy debates in China. Nationalism thus turns from being the Answer about the true intent of China, to being a series of questions which define different terrains of political inquiry.  相似文献

Abstract

Shortly after my arrival at Zhejiang Agricultural University as a visiting scholar, I faced the question of where to live. There were of course the guesthouses on campus, but these ranged in price from 3,000 to 4,800 yuan per month (about US$400 to $600). By contrast, apartment rentals in nearby Hangzhou ran from about 500 yuan per month for a two-room unfurnished flat to a monthly rent of about 1,500 yuan for a furnished, three-room flat equipped with air conditioner, telephone, and assorted fixtures. Even though the latter rates are somewhat expensive by local standards, they still represent a considerable savings over guest-house accommodations on campus, as well as affording a degree of privacy that I deemed important to the conduct of life during my research project.  相似文献
