Recent papers have established that bicameralism can support a non-empty core in majority voting games in two dimensional policy spaces. We generalise this result to the n-dimensional case, and provide a discussion of multi-cameralism. Bicameralism generates a core of potentially stable equilibria by institutionalising opposition between mutually oriented median voters, this provides a clear link with the standard median voter model and with more traditional analyses of bicameralism.An earlier version of this paper (Brennan and Hamlin, 1990), written in ignorance of the work of Hammond and Miller (1987, 1990), benefited from comments at the Public Choice Society meetings, Tucson; the European Public Choice Society meetings, Meersburg; the Center for Study of Public Choice, and the Universities of Chicago and Oxford. The conventional wisdom in the partisan change literature predicts that increasing party conflict on one issue agenda leads to a decline in party conflict on another agenda—a process called conflict displacement. We have argued that recent party politics in the United States has experienced conflict extension, with the Democratic and Republican parties in the electorate growing more polarized on cultural, racial, and social welfare issues, rather than conflict displacement. Here, we suggest that the failure of the literature to account for conflict extension results from incomplete assumptions about individual-level partisan change. The partisan change literature typically considers only issue-based change in party identification, which necessarily leads to the aggregate prediction of conflict displacement. This ignores the possibility of party-based change in issue attitudes. If party-based issue conversion does occur, the aggregate result can be conflict extension rather than conflict displacement. Our analysis uses data from the three-wave panel studies conducted by the National Election Studies in 1956, 1958, and 1960; in 1972, 1974, and 1976; and in 1992, 1994, and 1996 to assess our alternative account of individual-level partisan change. We show that when Democratic and Republican elites are polarized on an issue, and party identifiers are aware of those differences, some individuals respond by adjusting their party ties to conform to their issue positions, but others respond by adjusting their issue positions to conform to their party identification.  相似文献

We present a 50‐year historical perspective of the nation's antipoverty efforts, describing the evolution of policy during four key periods since 1965. Over this half‐century, the initial heavy reliance on cash income support to poor families has eroded; increases in public support came largely in the form of in‐kind (e.g., Food Stamps) and tax‐related (e.g., the Earned Income Tax Credit) benefits. Work support and the supplementation of earnings substituted for direct support. These shifts eroded the safety net for the most disadvantaged in American society. Three poverty‐related analytical developments are also described. The rise of the Supplemental Poverty Measure (SPM)—taking account of noncash and tax‐related benefits—has corrected some of the serious weaknesses of the official poverty measure (OPM). The SPM measure indicates that the poverty rate has declined over time, rather than being essentially flat as the OPM implies. We also present snapshots of the composition of the poor population in the United States using both the OPM and the SPM, showing progress in reducing poverty overall and among specific socioeconomic subgroups since the beginning of the War on Poverty. Finally, we document the expenditure levels of numerous antipoverty programs that have accompanied the several phases of poverty policy and describe the effect of these efforts on the level of poverty. Although the effectiveness of government antipoverty transfers is debated, our findings indicate that the growth of antipoverty policies has reduced the overall level of poverty, with substantial reductions among the elderly, disabled, and blacks. However, the poverty rates for children, especially those living in single‐parent families, and families headed by a low‐skill, low‐education person, have increased. Rates of deep poverty (families living with less than one‐half of the poverty line) for the nonelderly population have not decreased, reflecting both the increasing labor market difficulties faced by the low‐skill population and the tilt of means‐tested benefits away from the poorest of the poor.  相似文献

The illegal wildlife trade is one of the most profitable illegal industries in the world, only behind the trafficking of drugs, guns, and humans. Because of the relative ease in poaching wildlife combined with the possibility of high profit margins, many assume that organized crime is heavily linked to the trade. One group of species that is poached, trafficked and sold in illicit markets throughout the world are parrots. While some have claimed organized crime groups are involved in the trade, parrot experts contend there is no evidence of organized crime being involved. The purpose of this paper is to examine the structural organization of the illegal parrot trade in the neotropics to determine if the trade is driven by organized crime or if it is a simply a crime that is organized. The following study is based on 38 interviews with parrot poachers, middlemen, wildlife market sellers, and others knowledgeable on the trade in multiple cities within Bolivia and Peru to better understand the organization of the trade. The results garnered from these interviews do not support the notion that organized crime is involved in the illegal parrot trade in either country. The vast majority of participants are freelance operators where there appears to be no formal organization between or amongst those operating in the parrot trade. Implications of findings are discussed.  相似文献

Research Summary

By drawing from psychology and economics, we present an experimental evaluation of a procedural justice training program designed to “slow down” police officers’ thought processes during citizen encounters. We find that officers who were randomly assigned to participate in training were as engaged in the community as similarly situated officers, but they were less likely to resolve incidents with an arrest or to be involved in incidents where force was used. These changes were most evident among officers who worked in areas with a modest level of risk.

Policy Implications

Police officers who are actively engaged with the public can reduce crime through general deterrence and by arresting criminals. Nevertheless, excessive discretionary arrests and the use of force by officers can reduce public trust in the police. To date, there is scant evidence as to how police departments can successfully train officers to balance enforcement and public trust in the field. Through our study, we demonstrate that a relatively minor supervisory intervention may cause substantive changes in how police and citizens interact with each other.  相似文献
