A Preliminary Validation of the Brief Spousal Assault Form for the Evaluation of Risk (B-SAFER) in Hong Kong

The present study attempted a preliminary validation of the Brief Spousal Assault Form for the Evaluation of Risk (B-SAFER) in Hong Kong. In-depth assessment was conducted on 43 identified batterers and 46 control male subjects. Results suggested that the B-SAFER could correctly classify 95% of the cases. Scores relating to the current situation were found to be particularly important in predicting intimate partner violence. The concurrent validity of the B-SAFER was demonstrated by its correlation with the Conflict Tactics Scale scores. Findings were discussed in the context of developing screening tool in the community setting with the guided clinical approach.     

Warning behaviors and leaked intent: Potential new avenues to prevent mass shootings

Accessed 10 Nov 2021). Prompted by this, we surveyed the opinions, beliefs, attitudes, and current practices of gun sellers in Onondaga County, NY, in regard to safe gun sales. The primary outcome was to determine which types of “concerning behaviors” are more likely to cause a seller to intervene in some manner. Secondary outcomes included the following: ascertaining the frequency of denials of customer purchases, frequency of reporting to law enforcement, and identifying any gaps that make it difficult for gun sellers to report behaviors to the authorities. Follow-up interviews were conducted with those who were willing to speak with the authors in more depth. A response rate of 12.9% was achieved. Sixty-two percent (62.5%) of respondents had some experience in uniformed services, with specialized training in mental or emotional crises, as well as deception detection. The majority found the training helpful in their gun selling career. Reasons for personal denials were reported as: “interest in illegal fittings,” “information revealed during conversation,” and “lack of basic knowledge of using the firearm looking to purchase.” Two respondents stated that due to a lack of a “reporting protocol,” they would not report any concerns to law enforcement. The study helps inform future research in regard to surveying more sellers across NY state and nationwide.     

Twentieth Century Benchmark Dates in International Relations: The Three World Wars in Historical Perspective *

This paper builds on the author’s earlier work on benchmark dates in International Relations. The Introduction summarises this work and explains how this paper extends the analysis from suggestions made, but not developed, in earlier publications. The second section looks in detail at 20 th century benchmark dates centred on the three world wars (First, Second and Cold). It argues that the changes clustered around the Second World War are both deeper and more extensive than those clustered around either the First World War or the Cold War. The third section uses these insights to open-up a macro-historical perspective on the 20 th century, demonstrating the ways in which choices in relation to both time and scale affect the construction of macro-historical perspectives. The fourth section demonstrates the advantages of a two-century perspective on the 20 th century. Here, and in the conclusion, we argue that the key issues that underpinned world politics in the 20 th century are best seen as the downstream consequences of the dynamics and challenges ushered in by the 19 th century “global transformation.”     

Do Candidates Seek Personal Votes on the Internet? Constituency Candidates in the 2009 German Federal Elections

The Internet provides new opportunities for political communication. How strategic are constituency candidates in exploiting these new opportunities and what are the contexts driving their choices? This paper envisions the Internet as a means for personal vote-seeking on the campaign trail adopted by those candidates electorally motivated in this regard. It aims to explore this argument in theoretical and empirical ways and in light of survey data resulting from the 2009 German Candidate Study (GCS 2009). These data cover 38 per cent (N = 790) of all constituency candidates running in the 2009 campaign and enclose numerous questions on their campaign activities online.     

A Guide to Benchmarking COVID-19 Performance Data

If the COVID-19 pandemic has taught us anything, it is that policy makers, experts, and public managers need to be capable of interpreting comparative data on their government's performance in a meaningful way. Simultaneously, they are confronted with different data sources (and measurements) on COVID-19 without necessarily having the tools to assess these sources strategically. Because of the speed with which decisions are required and the different data sources, it can be challenging for any policy maker, expert, or public manager to make sense of how COVID-19 has an impact, especially from a comparative perspective. Starting from the question “How can we benchmark COVID-19 performance data across countries?,” this article presents important indicators, measurements, and their strengths and weaknesses, and concludes with practical recommendations. These include a focus on measurement equivalence, systems thinking, spatial and temporal thinking, multilevel governance, and multimethod designs.
