Executive Succession and the Performance of Public Organizations

A theoretical framework is developed for the analysis of the impact of executive succession in public organizations. The central concepts in the model are the motives of chief executives, the means at their disposal and the opportunities available for influencing performance. The main hypothesis that flows from the model is that the effect of executive succession is likely to be small but significant. Furthermore, the strength of the impact of succession is contingent on a variety of external and internal circumstances. Seventeen testable hypotheses concerning these contingency effects are presented as a research agenda for studies of top management change in the public sector. The theoretical arguments are illustrated with reference to UK local government.     

Genotyping the future: scientists' expectations about race/ ethnicity after BiDil

The ongoing debate about the FDA approval of BiDil in 2005 demonstrates how the first racially/ethnically licensed drug is entangled in both Utopian and dystopian future visions about the continued saliency of race/ethnicity in science and medicine. Drawing on the sociology of expectations, this paper analyzes how scientists in the field of pharmacogenetics are constructing certain visions of the future with respect to the use of social categories of race/ethnicity and the impact of high-throughput genotyping technologies that promise to transform scientific practices.     

A New Scramble for African Oil? Historical, Political, and Business Perspectives

It has been suggested that Africa is experiencing a ‘NewScramble’ thanks primarily to its oil and gas wealth,with the United States and the People’s Republic of Chinaactively competing for access to Africa’s resources. Thisarticle aims to scrutinize the claim that Africa is facing aNew Scramble, analysing the nature of the economic and politicalchanges at work, the importance of Africa’s oil, and thepolitical and economic forces behind the new oil rush. The articlestarts with an overview of the phenomenon labelled by some asthe ‘New Scramble’. The main body of the articleevaluates the existence of a New Scramble from three subjectperspectives: history, international relations, and businessstudies. Finally, by analysing the likely impact on the economiesof oil-producing states, it considers whether we should dismayor rejoice over the ‘New Scramble for Africa’. Itconcludes that the existence of a New Scramble or a US–Chineserace for Africa should be treated with some caution and thatthe use of terms such as ‘scramble’ and ‘race’is perhaps misleading, while the economic impact of oil investmentsis likely to be bleak.     

Cape Legal Idioms and the Colonial Sovereign

A crucial element of sovereignty politics concerns the role that juridical techniques play in recursively creating images of the sovereign. This paper aims to render that dimension explicit by focusing on examples of crime-focused law and colonial rule at the Cape of Good Hope circa 1795. It attempts to show how this law helped to define a colonial sovereign via such idioms as proclamations, inquisitorial criminal procedures, and case narratives framing the atrocity and appropriate punishment for crimes. Referring to primary texts of the time, the paper explores how procedures and narratives of Cape law were also deeply involved in fashioning specific images of the sovereign in whose name it claimed to operate.
