Budgeting in Ghana: Innovations, Problems, and Prospects

Systematic development has been a high priority of Ghanaian leaders, particularly since Independence. The impetus for this national objective has been recent budgetary innovations aimed at far-reaching implications for a healthy national economy, including meaningful development. This article evaluates these innovations with a view to finding out the extent to which such forces of innovation have improved overall public financial administration, as well as the masses' living conditions via development. Finally, the results of these innovations and the lessons learned are summarized.     

New right,new left,new challenges: understanding and responding to neoconservatism in contemporary criminology

This essay examines the rise of neoconservative thought within criminological discourse from the enlightenment ‘quarrel’ with ancient philosophy and church supported scholasticism in the 1700s to the present day. From the perspective of criminology, it is argued that there is little new about the ‘new right’ with the exception that it has managed to galvanize itself as a popular retributionist alternative among the working class in the United States, Canada, and England. The current organization of social institutions in a modern ‘risk society’ facilitates the easy re-definition of the crises of late-modern capitalism into issues of social control. It is not surprising we find the right reinvigorated and prominent under these conditions. New left realism and crime control through social development are offered as competitive platforms from which to advance critique of barbaric right-wing crime-control policies. The Theoretical Dimensions of Authoritarian Rule in Our Time

Abstract This paper is dialectically dealing with the subject of authoritarianism in our time. Particularly, during the Second World War and the aftermath period. An attempt is made to analyze the psychological, philosophical, social and political dimensions of the phenomenon. The interest on this topic emanates mainly from the idea that the logic of positivism, which is expressed in the late capitalist formation, has been adopted for the subjection of the individual. Therefore, the aim of the paper is not only to examine but also to critically assess those dimensions, which are relative to the contemporary authoritarian states, since every study of authoritarianism is termed as a critique of domination.     

Childhood Maltreatment Experiences and Child Abuse Potential: Temperamental Sensitivity as Moderator?

This study aimed to examine the relationship between negative experiences in childhood (physical-, sexual-, and emotional abuse and emotional neglect) and the risk for an individual to become a perpetrator of child maltreatment in adulthood. Participants were 337 female college students who completed self-report measures of childhood trauma and temperament. Risk for child abuse was assessed with the Child Abuse Potential Inventory. Results showed experiences of emotional neglect significantly predicted higher child abuse potential. Additionally it was shown that experiences of physical abuse significantly predicted higher child abuse potential but only in those individuals with high temperamental orienting sensitivity. These results underline the potentially damaging long-term effects of emotional neglect in childhood and indicate temperamental sensitivity may moderate the relationship between being abused as a child and being at risk for maltreating one’s own offspring.     

The Temporal Paradox of Regions in the EU Seeking Independence: Contraction and Fragmentation versus Widening and Deepening?

This article investigates the possibility of regional entities within EU Member States to become EU Member States in their own right following their secession from their mother state. International law does not automatically allow such regions to remain EU Member States since it refers this issue back to the constituent instruments of international organisations and a reading of both the EU Treaties and the ECJ's jurisprudence seems to preclude such a ‘continued membership’. The article then further explores the legal issues which could arise during the accession process of the newly independent state. After suggesting solutions to bridge the gap between its secession and its own EU membership, it is argued that the key challenge for such a region would be to ensure a smooth transition, without the loss of prerogatives under EU law, from being an EU region to an EU Member State proper.     

Population studies on three Native Alaska population groups using STR loci

Allele distributions for 13 short tandem repeat (STR) loci D3S1358, vWA, FGA, D8S1179, D21S11, D18S51, D5S818, D13S317, D7S820, TH01, TPOX, CSF1PO and D16S539 were determined for three Native Alaskan population groups-Athabaskans, Inupiats, and Yupiks. Although genetic diversity is lower in the Native Alaskan populations compared with Caucasians and Africans, almost all loci are highly polymorphic in all three Native Alaskan groups. There was little evidence for departures from Hardy-Weinberg expectations (HWE) in any of the populations. Only two examples of detectable departures from HWE out of 39 locus-population tests performed were observed based on the exact test (Yupik, D8S1179, P=0.030; Yupik, D5S818, P=0.016). The F(ST) estimate overall 13 STR loci is 0.0309 for the Native Alaskan populations. Based on a genetic distance measure, Athabaskans are more closely related to Apaches and Navajos (all of the same linguistic group) than the other Native Alaskan groups. The F(ST) estimate for Athabaskans, Apaches and Navajos is 0.0180 and for Inupiats and Yupiks is 0.0167. The allele frequency data can be used for estimating DNA profile frequencies for Native Americans residing in Alaska.     

Tracking Capital Homicide Cases in Jefferson County,KY 2000–2010

In 1998, Kentucky’s adopted the Racial Justice Act (RJA). The key sponsor of the law, Kentucky Senator Gerald Neal asserted that it was not a result of whether you were for or against the death penalty but “whether the death penalty should be subject to the same standards of nondiscrimination as any other institution in our state.” However, one noted negative effect of the RJA is that prosecutors have adopted policies to seek the death penalty in every eligible case, rather than making this decision on a case-by-case basis. This study examines the outcome of such policies in Jefferson County, Kentucky from 2000 to 2010.
