This paper seeks to explain an aborted attempt at reform of the Greek pension system, following a series of previous failures. It applies the framework of rational choice institutionalism in order to examine the strategy and setting of the relevant actors. The pension system had become a huge fiscal burden on the state, threatening Greece's position in the European Union. Moreover, its gross inequalities of provision and bureaucratic inefficiency were symptoms of the embedded clientelism and 'disjointed corporatism' that stood in the way of the government's self-proclaimed 'modernization' programme. In the event, though EMU entry requirements empowered the reform momentum, a combination of the strategic weakness of key actors and the entrenched opposition of sectoral interests dissipated the initiative. The failure suggests the relevance of the wider social setting to reform: in particular, the weakness of the technocratic community and the relative absence of a supportive 'advocacy coalition', beyond the dominance of the 'party state'. Faced with criticism, the political leadership sought to protect their electoral position and postponed pressing decisions. The case study raises important questions about the scope for such reform in Greece and the future stability of the 'Euro-zone'. 相似文献

Drawing on surveys of voters and MPs in Greece, this article analyses elite–mass interaction on key policy (austerity, European integration, immigration) and ideological issues after the 2012 elections. We find that while for the government parties, New Democracy and PASOK, the level of congruence is quite high, MPs from opposition parties (SYRIZA, Golden Dawn) place themselves in more exposed positions in comparison with their voters. The observed substantial variation in the intensity and direction of congruence, across parties and issue preferences in Greece, reinforces the view that the dimensionality of political contestation is not reducible to a single ideological dimension. 相似文献

The Security Council summit meeting of 31 January 1992 was supposed to be a momentous event that would determine the course of the world body and international peace and security in the post‐Cold War era. Despite high expectations, though, the actual meeting did not produce much more than a broadly‐phrased declaration of good intentions. The article examines the hypothesis that the meeting had a dual agenda, with a hidden as well as a public part. It is argued that the main item on the hidden agenda was the confirmation, beyond any doubt or potential challenge, of Russia as the rightful successor to the USSR permanent seat on the Security Council. This suited well the weakened major remnant of the former Soviet Union as well as the other permanent members of the Security Council, especially the UK and France, who had good reasons to want to defer indefinitely any reexamination of the Council's composition and powers. 相似文献

Oral examinations are a fairly common way of evaluating candidates in professional certification settings. This paper explores the objectivity of the process followed for hiring judges in Greece, with an emphasis on the effect of gender on the hiring decision. Using data for the years 2008–2014, I find statistically significant and robust evidence of female candidates performing slightly worse than male candidates in the oral examination. The mechanism that explains this difference (discrimination, difference in skills, etc.) is not clear. Nevertheless, this result stresses the importance of applying enhanced meritocratic safeguards to oral examinations, especially when a career as a judge is at stake. 相似文献
