This paper examines PAC contributions by the Big ThreeU.S. automakers and Japanese auto dealers to Houseincumbents. A regression model is estimated where PACcontributions are a function of a firm's own ties toan incumbent's district (as measured by firmemployment) and those of rivals. For the Big Three,own and U.S. rival effects are positive. Further, theresults do not indicate the presence of a free-ridereffect. Employment by a foreign subsidiary has no neteffect on U.S. contributions. For the Japanesedealers, Japanese plant employment has a positiveimpact on contributions, and that of the Big Three anegative. 相似文献

Spectator violence has long been associated with professional football in Europe. This article examines the issue of spectator violence from a North American perspective. We begin by noting that there is little systematic research into the scope of spectator disorder in North America. Perhaps for this reason there is little consensus about the true scale of the problem on this side of the Atlantic. It does seem clear at least that there is less spectator violence associated with professional sports in North America. After reviewing a number of explanations for this finding, we conclude that it has less to do with criminal justice policies or practices, than the social context surrounding the 'spectatorship' of sports in North America. Perhaps the most important explanation for the variance in crowd behaviour concerns the demographic profiles of sports spectators in European football and North American sports. 相似文献

The situational perspectives theory of job performance is a fundamental aspect of organizational and managerial psychology. Consequently, there is growing interest in conducting additional research to assess situational factors and job performance through the theoretical frameworks of social learning and social exchange theories, which are seldom applied in these domains. The data has been collected from 365 employees working in Pakistan Telecommunication Company Limited (PTCL). It was found that supervisor support stimulates job performance. It is also deduced that self-efficacy mediates the relationship while work engagement does not mediate the relationship between supervisor support and job performance. The situational perspectives theory of job performance provides a supportive framework for the development of PTCL employees. This work should be of interest in the area of situational factors and performance improvement. This study is one of the very few studies conducted to empirically assess the influence of situational factor on performance through the mediating role of work engagement and self-efficacy. 相似文献

We use the principal‐agent model as a focal theoretical frame for synthesizing what we know, both theoretically and empirically, about the design and dynamics of the implementation of performance management systems in the public sector. In this context, we review the growing body of evidence about how performance measurement and incentive systems function in practice and how individuals and organizations respond and adapt to them over time, drawing primarily on examples from performance measurement systems in public education and social welfare programs. We also describe a dynamic framework for performance measurement systems that takes into account strategic behavior of individuals over time, learning about production functions and individual responses, accountability pressures, and the use of information about the relationship of measured performance to value added. In the 1980s, governments around the world adopted New Public Management ideas about inserting competition into government as a way to improve the performance of public organizations. In many nations, contracting out was one method of making governments more businesslike. Yet, there have been few studies of how government contracting behaviors have changed since the early 1980s. We replicate Ferris and Graddy's classic 1986 study of local government production and sector choice to assess how public procurement has changed over the past 35 years. Our findings show that today, contracting out is more commonly used across 25 local government service areas. In contrast to the original study, much of the growth has been in government-to-government contracts. For profit firms are also winning more contracts for high transaction cost work, while nonprofits are receiving fewer government contracts in nearly every service area. Our analysis suggests that contracting out remains of the highest importance in 21st-century governance and that additional research is needed on how to manage contracts to achieve the best value. 相似文献

Given the myriad of policy instruments aimed at enhancing water quantity conservation available to municipalities, what drives them to opt for a market-based instrument (MBI)? MBIs can be effective and efficient policy instruments to enhance water quantity conservation, but there is little known about why municipalities utilize them. This study hypothesizes that three contextual elements influence a municipality's use of an MBI: the natural, political, and structural environment. The results from two logistic regression models suggest that in a municipality suffering a higher drought level, both a conservative political environment and operating under a council-manager form of government (with the effect more pronounced under a non-council-manager form) will increase the likelihood that it will use an MBI to address water conservation. 相似文献

Is policy representation in contemporary Westminster systems solely a function of programmatic national parties, or does the election of legislators via single‐member districts result in MPs whose policy positions are individually responsive to public opinion in their constituencies? We generate new measures of constituency opinion in Britain and show that, in three different policy domains and controlling for MP party, the observed legislative behavior of MPs is indeed responsive to constituency opinion. The level of responsiveness is moderate, but our results do suggest a constituency‐MP policy bond that operates in addition to the well‐known bond between voters and parties. 相似文献

In 2017, Russian President Vladimir Putin declared that whichever country becomes the leader in artificial intelligence (AI) “will become the ruler of the world.” Yet Russia lags competitors like China and the United States substantially in AI capabilities. What is Russia's strategy for boosting development of AI technologies, and what role do groups within the Russian elite play in shaping this strategy? Russia's AI development strategy is unique in that it is led not by the government, nor by the private sector, but by state-owned firms. The government's distrust of Russia's largest tech firm, Yandex, has sidelined the company from national AI planning. Meanwhile, Russia's defense conglomerate Rostec publicly appears to focus less on artificial intelligence than on other high-tech priorities. As a result, Russia's AI development has been left to a state-owned bank, Sberbank, which has taken the lead in devising plans for government-backed investment in AI. 相似文献
