Does democracy “suffer” from diversity? Issue representation and diversity in senate elections

Several recent studies examine the degree to which congressional behavior affects candidates’ electoral fortunes (e.g., Carson, 2005). Research examining electoral competitiveness (Bond, Campbell, & Cottrill, 2001; Koetzle, 1998) and roll call voting (Bailey & Brady, 1998; Jones, 2003) finds that diversity in the electorate mediates the impact of numerous variables upon election outcomes and representation. However, the influence of diversity on other modes of representation – such as the policy positions taken by Senate candidates–remains unexplored. We investigate the link between representation and Senate candidates’ policy positions and thereby examine the degree to which voter diversity affects candidates’ policy responsiveness. We find that diversity significantly influences responsiveness, both directly and indirectly – candidates in homogenous states are more responsive to constituents than are candidates in heterogeneous states.     

Shi’i division over the Iraqi state: decentralization and the Islamic Supreme Council of Iraq

ABSTRACT

This article traces the evolving political platform of one of Iraq’s oldest and most powerful Shi’i political parties, the Islamic Supreme Council of Iraq (ISCI). Drawing on an analysis of 15 years of primary materials produced by ISCI, it focuses principally on their promotion of decentralization as a path towards peace and stability in Iraq. However, the article also traces the origins of a deep schism that emerged within ISCI between the movement’s old guard who were beholden to the Iranian regime and their model of vilāyat-i faqīh, and the youth-led Iraqi nationalist faction who wanted to see the instalment of a civil government without religious oversight. The article demonstrates that this division is indicative of a theological debate between Shi’i religious scholars over differing interpretations of the role of Shi’ism in politics. The article concludes by arguing that understanding the extent to which such esoteric religious debates manifest themselves politically is crucial to interpreting divisions within Shi’ism not just in Iraq, but across the broader Middle East.     

Quantitative models in crime control

In this study we propose several mathematical models for describing the behavior of crime-related systems. In the first part is presented a simple model for describing and measuring crime systems with recidivism. This model may be used in estimating the quantitative effects of alternative policies on crime rates. An important factor not recognized by the model is deterrence. One derivative of the mathematical analyses is a proposed method for measuring the relative severity of sentencing in a given system. The second part of the paper deals with the criminal population as a whole, trying to bring into account the non-stationary behavior of the system. This study should be regarded as a preliminary attempt to develop elementary mathematical models fitting crime systems. Some of the assumptions do not have substantial direct support by data.     

Russell Kirk and Territorial Democracy

Russell Kirk is one of the most important American conservativethinkers. This article traces the development of Kirk's understandingof federalism, which was neither nationalistic nor based inthe usual arguments about states' rights. Specifically, Kirkadapted what the American thinker Orestes Brownson called "territorialdemocracy" to articulate a version of federalism that is basedon premises that differ in part from those of the Founders andother conservatives. Further, Kirk believed that territorialdemocracy could reconcile the tension between treating the statesas mere "provinces" of the central government and seeing themas autonomous political units independent of Washington. Finally,territorial democracy allowed Kirk to set out a theory of rightsthat was based in the particular historical circumstances ofthe United States while rejecting a universal conception ofindividual rights.     

Differentiation of black gel inks using optical and chemical techniques

Gel ink pens have become a common writing instrument in the United States. Questioned document examiners often attempt to optically differentiate gel inks from each other and from other non-ballpoint ink writings (e.g., those from roller-ball pens). Since early formulations were primarily pigment-based, they do not elute when analyzed by thin-layer chromatography. However, recent gel ink formulations (i.e., within the past five years) include dye-based inks that can be easily separated. This study differentiates black gel inks using optical and chemical techniques. The techniques include: microscopy, visible and near infrared reflectance, near infrared luminescence, thin-layer chromatography (TLC), spot tests, and gas chromatography/mass spectrometry (GC/MS). As a result of this study a flow chart has been developed allowing for a systematic determination of a questioned ink. In addition, an analysis of volatile compounds found in gel inks revealed that there are some unique ingredients that may be found in gel inks that are not typically found in other non-ballpoint inks.     

The forensic analysis of thermal transfer printing

Thermal transfer printing refers to printing processes that utilize heat to produce an image by either physical or chemical means or by a combination of both. As the technology has improved and the supplies have become less expensive, the use of thermal printing in the personal and business markets has increased significantly. Specifically, dye diffusion thermal transfer and thermal mass transfer have become predominant in the production of counterfeit credit cards, drivers' licenses, and other types of documents produced on plastic media. Chemical analysis by means of thin layer chromatography (TLC) has proven to be useful in characterizing various types of inks (e.g., writing and inkjet inks). In this study, the authors examined 81 different samples that included a total of 54 printer samples (43 photographic prints on paper and eleven plastic card samples) and 27 printer ribbons. A new TLC method was developed and tested utilizing a solvent system (80% n-hexane, 3% methyl ethyl ketone, and 17% ethyl acetate) that is capable of producing excellent resolution.     

Use of the MMPI-2 and the Inwald personality inventory to identify the personality characteristics of dropouts from a state police academy

The MMPI-2 and the Inwald Personality Inventory were employed to investigate the personality characteristics of dropouts from a state police academy. A traditional model of training borrowed from military models was used at the academy rather than a police generated model. Sensitive and independent individuals, more compatible with modern community policing methods may have rejected police work as a result of the experience. 15 academy completers and 9 dropouts were used in the sample. Analyses of the scales of the MMPI-2 and the Inwald Personality Inventory identified variables upon which the two groups differed. The hypothesis that more sensitive, empathic and independent individuals were leaving the academy appeared to be supported.     

Substance abuse minimization: Conceptualizing prevention in adolescent and youth programs

This article provides an overview of the historical and theoretical work on adolescent substance abuse with implications for preventive interventions.
