Intergovernmental networks have become a prominent cooperative mechanism to deal with trans-boundary and interdependent problems. Yet, we still have limited knowledge of how these collaborative endeavours are governed, which is crucial to properly understanding how they function. This article empirically examines the structural governance configurations of rule-enforcing networks in the European Union. The article relies on data from 37 networks with rule-enforcing tasks and conducts a qualitative comparative analysis. We find three basic governance structure configurations used by rule-enforcing networks: first, a configuration with legal accountability, which is characterized by having a board of appeals; second, one with administrative accountability that, in addition to a board of appeals, has powerful executive boards and professional experts in the network plenary; and a third one with democratic accountability that incorporates legislative representatives in the network plenary. We argue that these results show how network tasks are related to accountability and governance. 相似文献

A 9-locus microsatellite framework (minimal haplotype), previously developed for forensic purposes so as to facilitate stain analysis, personal identification and kinship testing, has been adopted for the establishment of a large reference database of male European Y-chromosomal haplotypes. The extent of population stratification pertaining to this database, an issue crucial for its practical forensic application, was assessed through analysis of molecular variance (AMOVA) of the 20 regional samples included. Despite the notion of some significant haplotype frequency differences, which were found to correlate with known demographic and historic features of Europeans, AMOVA generally revealed a high level of genetic homogeneity among the populations analyzed. Owing to their high diversity, however, accurate frequency estimation is difficult for Y-STR haplotypes when realistic (i.e. moderately sized) datasets are being used. As expected, strong pair-wise and higher order allelic associations were found to exist between all markers studied, implying that haplotype frequencies cannot be estimated as products of allele frequencies. A new extrapolation method was therefore developed which treats haplotype frequencies as random variables and generates estimates of the underlying distribution functions on the basis of closely related haplotypes. This approach, termed frequency 'surveying', is based upon standard population genetics theory and can in principle be applied to any combination of markers located on the Y-chromosome or in the mitochondrial genome. Application of the method to the quality assured reference Y-STR haplotype database described herein will prove very useful for the evaluation of positive trace-donor matches in forensic casework. 相似文献

Several countries have experienced lengthy periods of government formation deadlock in recent years, as they have sought to form a new government. This study examines whether government formation deadlocks damage a country's economy. To do so, we analyze the case of Belgium, which took a record 541 days to create a post‐election government, following the June 2010 federal elections. Employing the synthetic control method, our results show that the Belgium economy did not suffer an economic toll; on the contrary, gross domestic product per capita growth was higher than would have otherwise been expected. As such, our evidence contradicts frequent claims that long periods of government formation deadlock negatively affect an economy. 相似文献

Abstract: This essay examines Nila Gupta's literary representation of the conflict in Kashmir in her short story cycle The Sherpa and Other Fictions (2008). Born and raised in Canada, Gupta has a diasporic perspective and a feminist political stance that values women's solidarity and political involvement across borders. Her short stories explore the feminist thesis that the sexual crimes committed against girls and women at times of conflict are a direct consequence of the appropriation of women's bodies for symbolic uses within the dialectics of patriarchal nationalisms. However, her stories' restrained style and their publication in a small activist press preclude easy commodification in a global market avid for narratives of ethnic violence. By reading Gupta's creative texts in relation to academic studies of communal sexual violence and nationalism, humanitarian reports on refugees and gendered violence and journalistic accounts of the conflict, this essay attempts to assess the power of literature to offer nuanced and complex representations of violent conflict and its consequences. Special attention is paid to the representation of life in the officially designated ‘migrant camps’, to the difficult issue of the social stigmatization of rape victims and to the many ways in which women are implicated. 相似文献

The potential democratizing effect of political decentralization reforms has been a matter of substantial theoretical and empirical debate. This article analyzes the effect of local democratic institution building on the political attitudes and behavior of citizens living in small towns in Uruguay. More specifically, using a natural experiment design, this research seeks to establish the causal impact of recently established elections of local authorities on individuals' political engagement. It develops a comparative case study analyzing the consequences of this institutional innovation in two towns. It shows that individuals from the town where citizens have the opportunity to elect their local authorities have more positive attitudes toward politics than those from the town without such elections. 相似文献

This article aims to reconstruct the social imaginaries of Coronavirus disease 2019 (COVID-19) in Chile. We seek to understand how families interpret their experience confronting the pandemic by identifying four main aspects: (a) the COVID-19 pandemic, (b) working and learning, (c) health and (d) family life. Following Habermas' distinction between lifeworld and social systems, we consider these issues as constituting the social imaginary of lifeworld, different but related to the imaginaries of social systems. The qualitative empirical data was gathered through a sample of 38 families interviewed online between September 2020 and January 2021 in four Chilean cities: Iquique, Valparaíso, Santiago and Concepción. In this article, I assume that global intergovernmental organizations (GIGOs) function as enablers of interstate liberal politics by way of their multilateral institutional frameworks. To support this view, I recall and adapt the classical concept of ‘polyarchy,’ coined in the early 1950s by Robert A. Dahl. It consists of a two‐dimensional theoretical construct applicable for measuring the level of liberalization in modern political societies. It follows that the more actors who take part in politics, and the more such institutions allow political opposition, the more open a society (of states) is likely to be. I therefore assess and rate the level of polyarchization of 23 GIGOs that cover various issue areas and fit some specific criteria (for example, more than one hundred member states from at least three different continents). Methodology includes a scorecard developed to help achieve these research objectives. 相似文献

Scholarly empirical studies on factors that motivate local privatisation have greatly grown in the last decade. As well, having available better and more comprehensive databases and using more refined empirical techniques have made possible to enhance our understanding of the dynamics of local privatisation, particularly in many European countries. The influence of fiscal stress, cost considerations – scale economies as well as transaction costs – and political partisan interests is usually confirmed. Furthermore, ideological attitudes appear to be more influential than they seemed to be, particularly when considering social services, rather than the technical ones. 相似文献
