所外就医管理方式探索研究

所外就医是劳教所对劳动教养人员所内患严重疾病,因工或其他原因造成严重损伤,劳动教养管理所的医疗单位不具备医疗条件或短期内无法治愈的,劳教所按照条件和程序给予办理所外就医证明,由其亲属领回到社会医院接受治疗。近年来,对所外就医劳教人员如何进行有效管理,防止他们在外重新违法犯罪,一直困扰着劳教单位,也是一个严峻而亟待解决的课题。笔者就如何建立健全所外就医劳教人员的管理方式谈谈自己的观点,供同仁们参考。众所周知,所外就医劳教人员是患有严重疾病才准许到所外去接受社会医院治疗的。其在外治疗期间折应抵劳教期限,也就是…     

Responsible research and innovation training programmes: implementation and evaluation of the HEIRRI project

Responsible research and innovation, or RRI, is a concept that aims to bring together society and science for a better future. There are six key elements of RRI: public engagement, gender equality, science education, open access, ethics and governance. Higher Education Institutions and Responsible Research and Innovation (HEIRRI) project aimed to bring the concept of RRI into the educational system. Using state-of-the-art review of good practices, HEIRRI team developed 10 training programmes on RRI for different higher education institution educational levels, including a summer school and a massive open online course (MOOC). We conducted pilot of the trainings and evaluated participants' experiences. Satisfaction with HEIRRI training programmes on responsible research and innovation was high, both for participants and for the trainers, and trainings raised awareness of RRI. Participants' feedback was used to identify areas that need improvement and provided for recommendations for final versions of the HEIRRI training programmes. In order to equip researchers with skills to recognize and apply RRI values, RRI should be included in their education. HEIRRI training is suitable for a range of different disciplines, including forensic science, and is free to use and adjust for specific contexts (available from: https://rri-tools.eu/heirri-training-programmes).     

Gated communities in America: Walling out the world?

Abstract

Gated communities—enclaves of homes surrounded by walls, often with security guards—are becoming increasingly popular in America. This article introduces and analyzes findings of a Fannie Mae Foundation—sponsored panel on gated communities held at the 1997 Association of Collegiate Schools of Planning annual conference. A key finding is that many people choose to reside in gated communities because they believe that such places reduce risk, ranging from the mundane (e.g., unwanted social exchanges) to the high stakes (e.g., declining home values).

In many ways, gated communities deliver what they promise, by providing an effective defense against daily intrusions. However, some of their benefits entail a high social cost. A sense of community within gated communities comes at the expense of a larger identity with the region outside. Gated communities manifest and reinforce an inward‐focused community culture, where the tension between the individual and society tilt toward self‐interest.     

Federal colonias policy in California: Too broad and too narrow

Abstract

This article presents data on the 50 largest metropolitan areas in the United States to compare the metropolitan population density in the eastern and western parts of the country. The data show that the West often has more densely settled metropolitan areas than the East, especially when compared with the Southeast. The difference is due in part to the arid and rugged environment in the West.

The article also develops a new understanding of Sunbelt development by comparing its eastern and western halves. The growth patterns of the Sunbelt are often contrasted with those of the Northeast and Midwest, the assumption being that its newer metropolitan areas share a common, lower‐density urban form. However, this study shows that intraregional differences within the Sunbelt make such comparisons difficult and deceptive.

论行政规定中法律保留原则的遵从

行政规定的制度建设是法治政府构建中的一项重要内容,须遵从依法行政核心原则法律保留的要求.法律保留理论,经历着不断发展和完善的过程,目的在于有效保障公民权利,合理界定立法权与行政权的权限范围.在法律保留的理论主张中,事务的"重要性"是决定保留范围的一般性判断标准.结合我国法制建设,运用重要性理论并确立相关衡量标准,以明确遵从的具体内容,提升行政规定的合法性.
