The European Union (EU) is the newest actor in the European space sector and is cultivating the political will to make Europe a world class space power comparable to the United States (US). The Galileo satellite system and the Global Monitoring for the Environment and Security space program are the most visible manifestations of this will. This article suggests that Europe can approach comparable space power if capabilities are considered rather than just budgets. The paper discusses the catalysts driving EU space initiatives, and assesses the EU's nascent European Space Policy and European Space Program, and EU organization and funding for space. Of importance are the asymmetric means for Europe to increase its space capabilities and the implications this has for the trans-Atlantic relationship with the US. The analysis is directed to the security, civil, and dual-use space sectors within the security aspects of EU space initiatives. This article also provides a baseline to track changes in EU space policy, organization, and funding dynamics.  相似文献

International security cooperation usually takes one of two forms. A classical collective security organization is designed to promote international security through regulating the behavior of its member states. A defensive security organization is designed to protect a group of states from threats emanating from a challenging state or group of states. Both forms of security cooperation bind states to act in concert with respect to threats presented by other states. The emergence of non-state actors such as terrorist or extremist organizations challenges traditional forms of collective security. Threats from political extremism, terrorism, and outlaw organizations have grown in visibility during the past decade in the countries of Eurasia. The terrorist attacks of September 11 and the ensuing global war on terrorism have given added impetus to the Eurasian inter-state cooperation in confronting non-traditional threats and challenges from non-state actors. Bearing in mind the theory of collective security, this article analyzes threats posed by non-state actors with respect to Eurasian collective security organizations including the Shanghai Cooperation Organization, the Conference on Interaction and Confidence Building Measures, and the CIS Collective Security Treaty Organization. The article concludes that the effectiveness of these organizations at achieving stated objectives depends upon their capacity to adopt new criteria of effectiveness.  相似文献

Comparable worth, the lkivil rights issue of the eighties, is based on the notion that women in traditional female occupations such as nursing make, on average, wages 20 percent lower than men In traditionally male occupations such as truck drivers despite the fact that both jobs are of equal value to the employer. The question is who will bear the cost; employers who implement comparable worth will bear the cost, but if pay inequities continue, women will. The cost can be mitigated if comparable worth is implemented incrementally. The problem cannot be solved by women shifting to male dominated occupations, for that would cost more than comparable worth. Comparable worth would help the women who work full time but are still below poverty and, while it would cost employers, taxpayers would realize a savings of $186 million. If the employer is a public agency, the taxpayer burden remains constant.  相似文献

A plan for the most ambitious political reform in Soviet historywas approved by the USSR's parliament in late 1988. As the reformunfolded, a key component came to be what Mikhail S. Gorbachevcalled "a renewed federal structure. "Reform proponents arguedthat only a renewed federalism could provide for the continuedintegrity of the Soviet state while assuring greater responsivenessto local demands. However, the attempt to breathe life intothe USSR's pseudo-federal structure unleashed long-suppressednationalist, territorial, and localist sentiments. Beginningin 1990, "refederalization" passed from mainly rhetorical discussionto a plan for a more loosely organized federation under theauspices of a Union Treaty. Following the attempted coup d'étatby Kremlin hard-liners in August 1991, pressures for decentralizationled, in the closing weeks of 1991, to the complete abandonmentof the "Great Soviet experiment." With the demise of the USSR,the plan for federal redesign was superseded by the rapid emergenceof independent states.  相似文献
