ABSTRACT

Proving that legislative committees really matter is not simple. The assembled papers aim to demonstrate fruitful paths to analysing when committees influence policy, what they can and should do, and how to detect their importance to the political process.  相似文献

ABSTRACT

This article presents findings from an assessment of the immediate behavioural impact of the ‘Verbal Judo’ de-escalation training program, delivered to officers in a Canadian police service in 2017, and represents the first evaluation of Verbal Judo. The evaluation utilized systematic observations of officers in videotaped simulations, comparing a baseline group of officers to officers trained in Verbal Judo. The study found that five of 15 coded behaviours were impacted at a statistically significant level in the hypothesized direction, and these tended to be simpler behaviours encouraged by the training (such as identifying oneself or providing a reason for contact), while more complex behaviours (such as empathizing with the subject) were not impacted. The evaluation also found that likelihood of utilizing de-escalation skills decreased as an officer’s years of experience increased. The paper closes by outlining the implications of these findings for de-escalation training, and elaborates the main limitations of the study.  相似文献

Abstract:  The AmpFℓSTR® MiniFiler™ polymerase chain reaction amplification kit, developed and supplied by Applied Biosystems, complements the AmpFℓSTR® Identifiler® polymerase chain reaction amplification kit (Applied Biosystems, Warrington, U.K.) by improving the success rate when profiling DNA that is degraded or contains inhibitors. Before applying the MiniFiler™ kit to casework, the profiles from 200 unrelated Kuwaitis were compared to Identifiler® profiles. Concordance was observed for 99.875% (1598 of 1600) of the compared STR loci. The two discordant profiles displayed allelic dropout: one at the D13S317 locus due to nonamplification of allele 10 in the MiniFiler™ profile, and one at the D18S51 locus due to nonamplification of allele 18 in the Identifiler® profile.  相似文献

Allele frequencies for the 10 STRs included in the AmpFLSTR SGM Plus (Applied Biosytems) amplification kit were obtained from three populations in the Indonesian archipelago. Here, 173 unrelated Indonesian individuals were sampled, of which 44 were from the Island of Sulawesi, 44 from Sumatra and 85 from Java.  相似文献

This article offers a response to Alex Bellamy's article 'Dirty Hands and Lesser Evils in the War on Terror'. It outlines deep errors in his claims about 'dirty hands' and 'lesser evils'. Essentially, these errors result from his failure to grapple with the complexity of dirty hands theory, coupled with his uncritical acceptance that dirty hands scenarios are essentially defined as a clash between a public and private morality. Furthermore, we argue that Bellamy's distinction between 'dirty hands' and 'lesser evils' is a spurious one since all dirty hands cases require a choice between lesser evils. In addition, we reject his claim that dirty hands makes no political sense. For illustrative purposes, we then briefly examine one problematic philosophical issue which needs attention if the notion of dirty hands is to be taken seriously. Finally, we demonstrate the usefulness of the concept of dirty hands by applying it to the issue of torture in the so-called 'war on terror'.  相似文献

If inquiries are about learning the lessons of the past, why do they appear to find the same failings time and again? Bristol, Mid Staffordshire, Morecambe Bay, Liverpool Community Health are all examples of where culture went wrong. The lack of learning from inquiries is a prominent concern and one raised elsewhere in this issue. In this article, I explore why it might be that culture is repeatedly found to be the cause of healthcare failures. I start by reviewing perspectives on what culture is and the degree to which it is possible change it. I examine how culture was described in the Bristol, Mid Staffordshire, Morecambe Bay and Liverpool inquiries and question whether these are the same cultures, with the same problems, or whether they are different. I discuss possible explanations for apparent similarities, describe how cultural change occurs and conclude by drawing out the implications of focussing on culture as a threat to patient safety.  相似文献
