External actors have been engaged in what is now South Sudan from the colonial era through to the present day, providing humanitarian and development assistance and exerting political pressure during and since the second civil war that has helped to protect people, legitimize the Sudan People’s Liberation Movement/Army (SPLM/A), broker the peace agreements leading to independence, and undergird the new state of South Sudan. After the civil war and especially at independence, many international actors approached South Sudan as a tabula rasa, ready for peace and development; since then, engagement has shifted back to large-scale humanitarian efforts and crisis response. This paper investigates how international actors have engaged with the South Sudanese state and local actors in order to improve access to basic services and build state capacity to deliver those services and provide social protection and livelihood support, what the impacts of such engagement have been, and what aid actors can learn from this history. The paper draws on four years of fieldwork by the Secure Livelihoods Research Consortium (SLRC), with a focus on Jonglei State.  相似文献

The scholarly communication system with respect to terrorism research is an open one, since the flow of information is mostly from external, namely government, documents and media sources, towards the scientific community. In disciplines that are already established in academia, the scholarly communication system is a closed one: the information flows from the academic publication toward the popular press. If the study of terrorism became a closed information system, it could help the process of the maturation of this field into autonomous academic research discipline.  相似文献

Hundreds of violent incidents of anti‐immigrant hate crimes have been recorded in South Africa over the past two decades. Understanding how the public views this issue helps us better understand how it can be resolved. The paper identifies determinants of public attitudes towards anti‐xenophobia strategies. Data from the South African Social Attitudes Survey for the period 2015–2018 were used for this study. Using these data, the link between anti‐immigrant sentiment and lay attributes of anti‐immigrant violence can be mapped. The results show that most citizens externalise the causes of this kind of hate crime and blame the victims (i.e., foreigners) for the conflict. What people believe about the etiology of an intergroup conflict was found to influence their desire for conflict resolution as well as the type of solutions preferred. Victim blaming was found to predict the adoption of prejudicial solutions to anti‐immigrant hate crime (such as the mass expulsion of foreign nationals). If an individual attributed the violence to the internal attributes (e.g., emotional factors or beliefs about foreign nationals) of the perpetrators, they were more likely to adopt progressive solutions (such as education and awareness campaigns).  相似文献

The use of labour values as a basis for economic calculation in a socialist economy is defended. A resource allocation mechanism is outlined that uses a combination of labour value calculation with market clearing prices for consumer goods. Conditions for full employment are specified. A type theoretic analysis of economic calculation is presented. Information theory is used to estimate the information content of real price vectors. It is demonstrated that both price calculations and value calculations are type theory equivalent and that both involve information loss. It is shown that modern computer technology is capable of computing up to date labour values with comparative ease.  相似文献

Abstract

Popular wisdom has it that the development of project‐based assisted housing will cause whites to flee or avoid the surrounding neighborhood, leading to rapid racial transition. This article examines the question of whether the development of several types of project‐based, federally assisted housing had an impact on neighborhood racial transition during the 1980s. In general, the development of assisted housing in a neighborhood did not lead to racial transition, nor did it approach levels suggesting “white flight” in the few instances where racial transition did occur.

The results of our analysis suggest that one of the major criticisms of project‐based assisted housing—that it contributes to racial segregation by causing white flight—is not supported by empirical evidence.  相似文献
