This article examines the making and implementation of the 2009 European Union (EU) regulation on cars and CO2 emissions (Regulation [EC] No 443/2009). As the first legally binding measure to target the CO2 emissions of passenger cars, this regulation represents a milestone in EU efforts to reduce the climate impacts of road transport. The analysis draws on two central theoretical perspectives on EU policy making: liberal intergovernmentalism and supranationalism. Both offer important insights, but their explanatory power varies with the policy‐making phase in focus. The analysis shows that the Commission and the car industry were instrumental in shaping what eventually became an industry‐friendly regulation applicable in all EU countries. However, far from being a case of closed negotiations between the industry and the Commission, Germany and other EU countries defending the interest of manufacturers of high‐emission vehicles made use of their powers during the decision‐making phase and succeeded in watering down the Commission's proposal.  相似文献

This article reports a study of the possible impact of sociodemographic and interactional aspects of intimate partner violence (IPV) on help-seeking behavior. Do different sociodemographic groups of IPV survivors use different professional supports and treatments? Do different professional support and treatment agencies come predominantly in contact with women who have been subjected to different characteristics of IPV? Do different interactional IPV variables predict whether IPV victims contact the police, a family doctor, or a psychologist or psychiatrist? A representative sample of 157 women recruited from family counseling, the police, and shelters in Norway was interviewed. Three of seven sociodemographic variables showed statistically significant differences among the recruitment groups. No significant differences in characteristics of IPV were found among the recruitment groups. However, there were significant differences between the main categories (physical, psychological, and sexual) of IPV and interactional IPV factors concerning help-seeking. Our findings indicate that the help-seeking of IPV survivors is differentiated and interaction-specific and that they respond adequately to the different interactional consequences of IPV.  相似文献

Abstract:  Poisoning with superwarfarins, like bromadiolone, is a growing public health problem, and the mortality is high. Pharmacokinetic data on bromadiolone in humans are however scarce, and there are no reports following repeated exposures to bromadiolone. We have developed a method for quantification of bromadiolone in whole blood, using liquid chromatography–mass spectrometry (LC-MS). The analytical method is reported. Limit of detection was 0.005 mg/L and limit of quantification was 0.01 mg/L. The concentrations of bromadiolone in whole blood and plasma in serial samples from a 62-year-old woman were measured. The half-life of bromadiolone in blood was estimated to be about 6 days in the initial phase of elimination and about 10–13 days in the terminal phase. The mean plasma/blood ratio of bromadiolone was 1.7 ± 0.6. Stability testing of bromadiolone in whole blood samples after two cycles of freeze and thaw revealed that bromadiolone concentrations decreased.  相似文献

Human security in post-war societies depends on incentives to forego violence in local interactions. The government of Cambodia monitors domestic violence, land conflicts and serious crime in over 13,000 villages and urban neighbourhoods. We use three annual data collections to estimate the response of these conflicts to the legacy of the war, poverty and resource competition, urbanity as well as governance quality. Bayesian spatial regressions help identify socio-economic thresholds beyond which conflicts expand or contract significantly. We find numerous non-linearities in the propensities for violence. Notably, predicted rates decrease in response to quality of governance only at a high level of service provision, which, realistically, most communities may not soon achieve. This may justify dedicated programmes addressing particular types of conflicts. We propose alternative analytic approaches, including some that would make the problem of endogeneity more tractable once updated poverty estimates become available. The increasing complexity of policy problems, coupled with the political desire to base new policies on the foundation of firm evidence, has accelerated the development of policy assessment tools. These range from complex computer models and cost benefit analysis through simple checklists and decision trees. In the last decade, many governments have established formal policy assessment systems to harness these tools in order to facilitate more evidence-based policy making. These tools are potentially widely available, but to what extent are they used by policy makers and what becomes of the evidence that they generate? This paper addresses these questions by studying the empirical patterns of tool use across 37 cases in three European countries and the European Commission. It uses a simple classification of tools into advanced, formal and simple types. It finds that even when tools are embedded in policy assessment systems, their use is differentiated and on the whole very limited, in particular when it comes to more advanced tools. It then explores these patterns from contrasting theoretical perspectives to shed light on why, when and how different policy assessment tools are used in the policy process.  相似文献

The Danish parliament is renowned for its influence over Danish European Union (EU) policy. Contrary to popular belief, this strength is now in question. The most central feature of the Danish EU decision‐making model is parliamentary control over the executive expressed in political mandates before Council meetings. In 1973, this was a perfectly reasonable way for the Danish parliament to influence EU policy. Today, the status of the Council has changed, severely challenging the ability of the Danish parliament to secure influence over EU policy. This article demonstrates that the Danish European Affairs Committee is aware of the changes in European decision‐making, and that the lack of adaptation, despite this knowledge, is due to structural and cultural barriers to learning in the Danish Folketing. This study reveals that our understanding of particular responses to the pressure of Europeanization is enhanced when the conditions for learning and ‘non‐learning’ are spelled out.  相似文献

While some scholars have assessed how various features of organizational structure shape intrinsic motivation, the role of budgets and, in particular, programme funding has been overlooked. To address this gap in the literature, we examine how programme funding decisions impact employee motivation. Referencing previous work, we hypothesize that funding choices that emphasize some programmes over others signal clearer organizational goals for employees, thereby increasing intrinsic motivation. In contrast, departments that do not use their budgets to signal clear goals can run the risk of reducing their employees’ intrinsic motivation. We empirically investigate this hypothesis within the context of the US Federal executive departments, constructing a longitudinal dataset (2010–15) from multiple sources. Findings support our hypothesis. Employees in departments that more evenly fund their programmes report lower levels of intrinsic motivation.  相似文献

ABSTRACT

This article explores how selected educators respond to the integration of counter-radicalisation efforts into Norwegian secondary schools. Our research participants describe having limited encounters with youth extremism in practice, yet their narratives exhibit a professional responsibility to prevent students from being radicalised towards any form of violent extremism. There are, however, diverging views on how prevention should be carried out in school. When faced with concerns of radicalisation, most participants draw on therapeutic prevention, which conforms to the dominant radicalisation discourse in global politics aimed at identifying and rehabilitating vulnerable youth. We argue that these therapeutic prevention strategies are a form of pedagogical control intended to recondition “illiberal” students under the pretext of national security. Considering the strong normative and political connotations of extremism-related issues, we recommend that educators tread cautiously in their prevention efforts. Educators must especially strive to find a balance between deterring students from radicalisation and violent extremism, while also ensuring that these efforts do not impede the agency and autonomy of young lives. Overall, this research raises some ethical and practical concerns about preventing radicalisation and violent extremism in Norwegian schools.  相似文献
