This paper deals with some of the religious elements in the responses to the terrorist attacks. It criticises some initial Christian responses (in America) as well as George Bush (Jnr)'s self-asserted Christian credentials. The conjunction between business-friendly forms of religion and the religious cloak over a right-wing political stance is presented as an aspect of Bush's "crusade". The paper surveys the history of the constitutional separation of church and state and the emergence of a republican tradition which had pretensions to displace the "moral haughtiness" and insolence of American religiosity. But the "faith-based" legislation favoured by Bush has prevailed in the general judgementalism of the administration and in the "security measures" and pro-corporate legislation enacted in 2001 and 2002.  相似文献

The distinctive relationship between bureaucrats and politicians in Britain has been much noted around the world and often used a model by reformers. However, both Conservative and Labour governments have displayed dissatisfaction with the bureaucracy and have made important changes in the "Whitehall model." Some of these changes have reduced the degree to which British politicians have been unusually dependent on a career bureaucracy that is insulated from partisan politics.  相似文献

In the face of widespread dissatisfaction with contemporary democratic practice, there has been a growing interest in theories of deliberative democracy. However theorists have often failed to sufficiently address the question of institutional design. This paper argues that recent experiments with citizens' juries should be of interest to deliberative democrats. The practice of citizens' juries is considered in light of three deliberative democratic criteria: inclusivity, deliberation and citizenship. It is argued that citizens' juries offer important insights into how democratic deliberation could be institutionalized in contemporary political decision-making processes.  相似文献

A major component of the economic rationale for redistributive land reform is the empirically observed inverse relation between farm size and farm productivity. A major policy implication of this statistical relationship, frequently suggested, is for a small farm bias in agricultural development strategy. This article examines the hypothesis that while the above inverse relation may hold in the static context of a relatively backward agriculture, it breaks down with advancing levels of technological innovation, and to show, using primary data from village surveys, that this latter process has indeed been taking place in the context of rural Egypt. The search for factors essential to the achievement of congruence in residential youth care services in Ireland led to the discovery of five critical success factors, each of which affects all three organizational levels of such services. These critical factors included: needs-led, not regulation-driven, care; senior managers with workforce responsibility require domain expertise; shared vision and purpose across three organizational levels; practice-led planning and service development; and bureaucratic policies and practices that are congruent with corporate parenting obligations to provide developmental care that serves each child's best interests.  相似文献
