“Unbounded Enthusiasm”:1 Australian Historians and the Outbreak of the Great War

There is a growing body of European scholarship revising the traditionally held view that the peoples of Europe greeted the war with boundless patriotic enthusiasm. Niall Ferguson, Jean-Jacques Becker and Jeffery Verhey in particular have argued that the “August Days” were more myth than reality. The outbreak of the war in Australia has not yet attracted similar attention. With few exceptions, Australian scholars writing about the opening days and weeks of the war have agreed that Australian popular reaction was dominated by overwhelming enthusiasm. This paper will explore the Australian historiography, since the 1930s, and assess the extent to which the “traditional” interpretation is in need of re-investigation.     

The role of competition in health care: a Western European perspective

The Federal Trade Commission and Department of Justice 2004 report Improving Health Care: A Dose of Competition expresses a clear allegiance to competition as the organizing principle for health care. In Europe, by contrast, the key organizing principle of health care systems is solidarity. Solidarity means that all have access to health care based on medical needs, regardless of ability to pay. This is not to say that competition is not important in Europe, but competition must take place within the context of solidarity. This article critiques the report from a European perspective, describes the role of competition in Europe (focusing in particular on European Union law), and suggests that the United States could learn from the European perspective.     

The Criminogenic,Clinical, and Social Problems of Forensic and Civil Psychiatric Patients

Forensic psychiatric patients consume an increasing proportion of mental health resources in Canada and the United States. To inform mental health policy and practice, we compared the criminogenic, clinical, and social problems of forensic patients to those of civilly committed psychiatric patients in two Canadian studies. We predicted that forensic patients would score higher on criminogenic problems and lower on clinical and social problems than civil patients in two studies: one comparing 83 forensic and 189 civil inpatients on a clinician-completed form, the Resident Assessment Instrument--Mental Health, at an urban mental health center, and the second comparing 423 forensic and 178 civil patients assessed at different times using the Patient Problem Survey. The two studies were quite similar in their findings, despite differences in their samples, measures, and data collection methods. In both studies, forensic patients were similar to or lower than civil psychiatric patients in all criminogenic, clinical, and social problems. We conclude that forensic mental health services would benefit greatly by drawing from knowledge accumulated in the general psychiatric literature. This finding also supports the idea that many forensic patients can be appropriately diverted to nonforensic mental health services.     

Rapid screening of selected organic explosives by high performance liquid chromatography using reversed-phase monolithic columns

This study presents the rapid screening of various high grade explosives by high performance liquid chromatography (HPLC) with monolithic stationary phases. Two gradient methods were developed, the first for quantitative analysis of eleven explosives: HMX; RDX; Tetryl; TNT; 2,3-DNT; 2,6-DNT; 3,4-DNT; 2-NT; 3-NT; 4-NT; and PETN in under 14 min. The second method separated seven explosives in under two min and is suitable for rapid screening to determine the presence of specific and/or class of explosive. The rapid screening methods were successfully applied to soils spiked with known amounts of target explosives. This technology showed excellent potential for forensic explosives detection and analysis.     

Canada: coroner's inquest into the methadone-related death of a prisoner

A coroner's jury made 14 recommendations at the conclusion of an inquest into the death of Sonia Faith Keepness, a 37-year-old inmate at Prince Grove Correction Centre in Prince Albert, Saskatchewan.
