Objective
To evaluate the effect of emergency winter homeless shelters on property crimes in the nearby communities.Methods
Every winter between 2009 and 2016, the City of Vancouver, Canada opened shelters to protect the homeless from harsh winter conditions. The city opened 19 shelters, but only five to nine of them were open in any one winter. Using the variation in timing and placement of the shelters, we contrast crime rates in the surrounding areas when the shelters are open and closed.Results
The presence of a shelter appears to cause property crime to increase by 56% within 100 m of that shelter, with thefts from vehicles, other thefts, and vandalism driving the increase. However, when a homeless shelter opened, rates of breaking and entering commercial establishments were 34% lower within 100 m of that shelter. The observed effects are concentrated close to shelters, within 400 m, and dissipate beyond 400 m. Consistent with a causal effect, we find a decreasing effect of shelters with increasing distance from the shelter.Conclusions
While homeless shelters are a critical social service, in Vancouver, they appear to impact property crime in the surrounding community. Shelters may warrant greater security to control property crime, but the data suggest that any increase in security need not extend beyond 400 m, about two to three blocks, from the shelters.112.
Bounty hunters are employed by the bail industry to locate and apprehend criminal defendants who “skip” bail and, subsequently,
fail to appear for court appointments. While some scholars have examined bounty hunters, this work is concerned primarily
with the origins, history, and legal challenges to the industry and its practices. Popular literature on this subject has
created the “myth” of the bounty hunter, but it has failed to provide an accurate portrayal of the activities these individuals

This article develops two distinct explanations for the failure of potential consequences to influence behavior. Discounting is the tendency to deliberatively devalue the future. In contrast, poor impulse control refers to the failure to consider the future. The implications of this distinction were investigated with data from the National Longitudinal Survey of Adolescent Health. The study produced several findings. First, both forms of present-orientation independently predicted a range of problem outcomes among respondents. Second, high discounting was a better predictor of deliberative or future-related problem outcomes, whereas poor impulse control was a better predictor of urge driven behaviors or conduct involving little forethought. Third, only poor impulse control but not high discounting predicted violent offending among respondents. While both forms of present-orientation were associated with property offending, high discounting was a stronger and more consistent predictor. Traffic collisions kill about 43,000 Americans a year. Worldwide, road traffic injuries are the leading cause of death by injury and the ninth leading cause of all deaths. Photo Radar speed enforcement has been implemented in the United States and many other industrialized countries, yet its cost‐effectiveness from a societal viewpoint, taking all significant impacts into account, has not been reported. This paper fills this gap, reporting on a Photo Radar traffic safety program introduced in 1996 in British Columbia, Canada, and incorporating the results of rigorous statistical analyses on speed and crash impacts into a comprehensive cost‐benefit analysis from both societal and sponsoring‐agency perspectives. The study reveals that the Rhoto Radar Program cost C$27 million per year in 2001 Canadian dollars (?US$21 million) and generated benefits valued at $142 million per year (?US$109 million), for net societal benefits of C$115 million per year (?US$88 million). It was estimated that the sponsoring agency saved C$38 million (?US$29 million) annually in claim costs. These results are robust to plausible alternate assumptions. Societal net benefits become negative only if the reduction in injuries and fatalities is one standard error below the expected value, or if private travel time is valued at or above C$15 per hour. Agency claim cost savings are greater than program costs under all scenarios tested. People with mental illnesses are overrepresented in the criminal justice system. Many interventions have been implemented to treat the underlying causes of criminal justice involvement and prevent people with mental illnesses from recidivating. Mental health courts (MHC) are one of these programs. This analysis examines the relationship between psychiatric symptoms and MHC engagement. Eighty MHC participants from two Midwestern MHCs were interviewed. Symptom severity was assessed at baseline using the Brief Psychiatric Rating Scale. MHC engagement was estimated by treatment adherence, substance use, days spent in jail, probation violations, and MHC retention during a six-month follow-up period. Using nonparametric statistical tests and logistic regression, results indicate symptoms of depression, anxiety, and guilt are more severe at baseline for those people who are incarcerated during the follow-up period. Symptoms of anxiety are more severe for people who are terminated or went missing during the follow-up period. Further research is needed to determine the directionality and causality of these relationships. MHCs professionals should be aware of the relationship between symptom severity and MHC engagement and attempt to connect participants with treatment and services as early as possible and individualize treatment plans based on current symptoms and need. 相似文献

This paper analyzes the effect of registration deadlines on voter turnout. The theoretical explanation considers how registration deadlines affect turnout when individuals influence the participation of others. The theoretical model leads to a novel empirical hypothesis, that deadlines can have both a direct and indirect effect on turnout through a behavioral contagion process. The paper reports empirical findings that confirm the theoretical expectations. These results have important implications for future research on registration deadlines and Election Day registration as the effects of these reforms depend on the specific social context in which they are adopted. 相似文献
