The crimes of the homeless or the crime of homelessness? On the dialectics of criminalization,decriminalization, and victimization

This paper is a limited attempt to synthesize the older and newer trends in radical criminology — to integrate the issues of criminalization, decriminalization, and victimization. The object of our endeavor is homelessness and how society responds to it. In the paper, we first examine the dialectics of criminalization, homelessness, and economic crisis in relation to some of the general trends in the developing political economy of welfare capitalism. Second, we argue that criminologists should support and focus on effort to criminalize the condition of homelessness and, at the same time, to decriminalize most of the acts of survival of the homeless. In pursuing this end, we urge criminologists to respond by doing things with rather than for or to the homeless. Ultimately, we hope this paper contributes to the ideological and practical struggle for achieving stable institutional methods for satisfying basic human needs.     

Drug screening in clinical or forensic toxicology: are there differences?

Legal and medical practitioners need to remember that, with respect to drug analysis, there are two distinct disciplines in analytical toxicology concerned with human biological matrices, namely clinical and forensic toxicology. Both fields use similar analytical techniques designed to detect and quantify drugs, chemicals and poisons in fluids or tissues. In clinical toxicology, analytical results help to specify the appropriate treatment of a poisoned or intoxicated patient. In forensic toxicology, the results often play a vital role in determining the possible impairment or behavioural changes in an individual, or the contribution of drugs or poisons to death in a medico-legal investigation. This column provides an overview of the similarities and differences inherent in clinical and forensic toxicology.     

Representative Bureaucracy: A Lever to Enhance Social Equity,Coproduction, and Democracy

Scholars and practitioners have long questioned whether the race, ethnicity, and gender of public bureaucrats matter to the efficacy and legitimacy of public services. Representative bureaucracy theory and research provide a growing body of empirical evidence that it does. This article examines some of the rich scholarly work that has been generated on representative bureaucracy and its implications for practice. A significant aspect of recent research focuses on the notion of symbolic representation, whereby the mere existence of a passively represented bureaucracy can itself improve outcomes by influencing the attitudes and behaviors of clients, regardless of bureaucratic actions or results. This article is intended to help both students and public managers understand the importance of representativeness in public organizations for a broad spectrum of practices and goals, from the coproduction of services to democratic rule.     

Repudiating or Rewarding Neoliberalism? How Broken Campaign Promises Condition Economic Voting in Latin America

Why do voters reward or punish the incumbent government? A number of studies show that economic performance often drives support, though the strength of this relationship is often conditional. This article suggests that economic voting may also be conditioned by the breaking and keeping of campaign promises. A number of presidents throughout Latin America have campaigned explicitly against neoliberal economic policies, only to pursue them aggressively once in office. This study argues that presidents who abandon their promises assert the executive's responsibility for the economy and raise the salience of economic issues in the next election. Consequently, voters respond rationally to these policy switches, rewarding them when they succeed and punishing them when they fail. Using data from 78 presidential elections across 18 countries, this study finds substantial evidence that broken promises exacerbate the consequences of poor economic performance and magnify the benefits of good economic performance.     

Between state and society: Green political ideology in the mid‐1980s

This article discusses the political ideology of the Greens in the Federal Republic of Germany in the mid‐1980s. Finding limitations in both the survey research and ‘new social movement’ literatures, it argues that Germany's particular institutional and ideological traditions inform the Green alternative and that the powerful tradition of German statism affects Green ideology in two contradictory ways: positively, in that Greens employ statist imagery in both their critique of West German politics and their alternative vision; and negatively, in that Green ideology adopts and reflexively transposes the values of the concepts of German statism.     

Export-led Growth,Gateway Cities and Urban Systems Development in Pre-World War II Southeast Asia

Between the 1870s and World War II, falls in world shipping costs and Western industrialisation gave rise to export-led Southeast Asian growth and specialisation in a narrow range of primary commodity exports. A linked development was the emergence of a few dominant Southeast Asian urban centres, typically primate and always ports. Drawing on historical census data, this article uses rank-size distributions and transition matrices to investigate the influence of commodity specialisation and exports on urban systems development in the region. It is argued that different commodities produced different spread effects, resulting in variation in degrees of urban concentration in the region. However, geography, path dependence and infrastructure also shaped urban systems development. The main cities that emerged during this period became the ‘gateways’ that connected frontier Southeast Asia to the global economy. Cities dominant in 1939 retain this status in today's Southeast Asia.
