In American politics, legislative compromise is often seen as a necessary and desirable aspect of policymaking, yet people also value politicians who stick to their positions. In this article, we consider these conflicting expectations of legislators and ask two intertwined questions: what conditions lead people to punish legislators for not compromising (when legislative action is at stake) and, conversely, what conditions leave people more willing to overlook a legislator’s unwillingness to engage in compromise? Relying on previous research, we suggest that legislator gender, legislator partisanship, and issue area may all affect which legislators are punished for not compromising. Relying on two national experiments, we demonstrate that the extent to which lawmakers are punished for not compromising is conditional on the intersection of the three factors in this study. In general, our results suggest that people may be most willing to overlook unwillingness to engage in compromise when party, gender and issue ownership align than when party, gender, and issue ownership are at odds.  相似文献

At our predominantly white university, students often shy away from controversial conversations. How can the classroom encourage students to value and engage in potentially explosive conversations? We develop a concept of “empathic scaffolding” to articulate an approach that integrates diversity and inclusion into the classroom. Empathic scaffolding structures content and pedagogy in a way that strategically expands students’ zones of comfort, starting with very personal experiences with the material and expanding to include broader groups of people and course concepts. Understanding and engaging with these concentric circles of students’ relationships to the course material is crucial if students are to hear and engage with voices to which they may have limited exposure. This article documents the best practices of implementing empathic scaffolding in the realms of content and pedagogy, offering a toolkit for professors to critically engage conversations about race and social justice.  相似文献

What happens when an apparently personalized small public service enters the information highway? How does it integrate the new frame of mind implied in the impersonal, open approach to information? The practical implications of implementing information technology as a means to use information strategically in the Maltese public service, with its apparently paradoxical administrative style, prompted the pilot study in early 2000 upon which this article is based. Using a simplified empirical approach, the study tested the hypothesis that small scale could affect the way leaders deal with the impersonal, such as information resource management. Although limited in scope, the results of the study support a qualified conclusion that small scale, through its link with personalization and associated informal mechanisms, does affect the way top managers in the public service deal with the impersonal, at least in the short and medium term. To what extent it does so, or the space for change, are subjects for further research. This paper addresses issues related to how absentee voters actually cast their ballots on propositions. If the liberalization of absentee laws changed either the composition or behavior of the electorate, then the outcome of the election may be affected. This paper tests whether the electoral behavior of absentee and precinct voters differs in regards to voting on propositions. The analysis is based on a sample of actual absentee and precinct voter ballots drawn from the approximately three million ballots cast in Los Angeles county for the 1992 general election. The analysis uses a nested model of voter participation and is estimated using the weighted exogenous sampling maximum likelihood method. We find that precinct and absentee voters do differ on both the propositions on which they cast votes and in their propensity to vote Yes for a proposition. For example, absentees appear to vote on fewer bonds and initiatives than do precinct voters. They also vote on fewer propositions dealing with state taxes, food taxes, and property taxes. In addition, given that a voter casts a valid vote, the propensity for absentee voters to vote Yes is higher on initiatives and propositions related to education, welfare, and health care than it is for precinct voters.  相似文献

Abstract: The most accurate and precise methods for the assessment of age and stature often require knowledge of sex. Thus, being able to correctly identify sex from skeletal remains is critical in the forensic context. The presence of the os coxae or skull can never be guaranteed, making the development of reliable methods of sex estimation using other skeletal elements necessary. Using a 724 individual calibration sample from the Hamann‐Todd collection, this study identifies sexual dimorphism in the human scapula, and presents a new five‐variable discriminant function for sex estimation. The overall accuracy of this method proved to be 95.7% on the cross‐validated calibration sample, 92.5% on an 80 individual test sample from the Hamann‐Todd collection, and 84.4% on a 32 individual test sample from the skeletal collection of the Wichita State University Biological Anthropology Laboratory. Additionally, a slightly less accurate two‐variable model was developed and has cross‐validated accuracy of 91.3%.  相似文献
