This paper examines the trend in absentee voting over the last 30 years in California. With the liberalization of absentee voting laws and practices, an increase in the numbers of absentee voters quickly followed. Absentee voters have already demonstrated their ability to influence the outcomes of local elections. An open question is what will become of absentee voters in the future. If they are the model for voting at home, and if technological advances allow such, then the behavior of current absentee voters may be indicative of the future electorate. The increasing trend of voters opting for absentee ballots is analyzed by using GLS on a random-effects time-series cross-section model with county-level data. The focus is on identifying structural factors such as changing voter demographics that have influenced the decision of voters to cast absentee ballots. Thirty-three recent statewide elections in California are the basis for this analysis, covering the statewide primary and general elections from November 1962 through November 1994. We find that the impact of demographics and time trends on absentee voting differ between general and primary elections. In addition, we find that a 1977 liberalization law in California had the effect of accelerating the usage of the absentee format. Improving locational outcomes emerged as a major policy hope for the nation's largest low-income housing program over the past two decades, but a host of supply and demand-side barriers confront rental voucher users, leading to heated debate over the importance of choice versus constraint. In this context, we examine the Moving to Opportunity experiment's first decade, using a mixed-method approach. MTO families faced major barriers in tightening markets, yet diverse housing trajectories emerged, reflecting variation in: (a) willingness to trade location – in particular, safety and avoidance of “ghetto” behavior – to get larger, better housing units after initial relocation; (b) the distribution of neighborhood types in different metro areas; and (c) circumstances that produced many involuntary moves. Access to social networks or services “left behind” in poorer neighborhoods seldom drove moving decisions. In 2012 the Government made a number of controversial changes to the Immigration Rules, which it claimed would ‘comprehensively reform the approach taken towards ECHR Article 8 in immigration cases’. This paper examines the judicial response, arguing that the courts ‘fell into line’, adapting human rights law to the government's aims through unprincipled and opportunistic techniques, whilst inflicting hardship and injustice on working-class British citizens in particular. Four key moves are identified. First, the courts created an ‘incapable’ test which immunised the rules from in principle challenges. Second, Lord Bingham's Article 8 test, in which the reasonableness of any family member relocation was a central consideration, was replaced with a far less family-friendly test. Third, the courts adopted an ultra-lax rationality test at common law, even when the ‘fundamental rights’ of British citizens were engaged. Colombia's chronic war is one of the world's worst humanitarian crises. Amid armed actors, pervasive violence, and increasing militarisation, many citizens experience hostility from all sides. This violence continues the historical marginalisation of Afro-descendant, indigenous, and campesino communities and is intensified by the ‘global war on terror’. Some ‘peace communities’ are rejecting violence and seeking ways to survive within war—becoming protagonists in their own protection. This is risky: it draws accusations, threats, and attacks by all armed actors, including the state. Over time, the lack of sustainable livelihoods, weak internal cohesion, and antagonistic external dynamics test the determination of such communities. This article examines four peace communities and explores factors that generate and sustain grassroots protagonism. It ends by suggesting ways in which development organisations can enhance community-level protection and reinforce local peace processes, in order to contribute to broader peace building. 相似文献

This study examines the correlation between site‐specific and retrospectively collected temperature data from the National Weather Service (NWS) over an extended time period. Using iButtonLink thermochrons (model DS1921G), hourly temperature readings were collected at 15 sites (1 validation; 14 experimental) from December 2010 to January 2012. Comparison between the site‐specific temperature data and data retrieved from an official reporter of NWS temperature data shows statistically significant differences between the two in 71.4% (10/14) of cases. The difference ranged between 0.04 and 2.81°C. Examination of both regression and simple adjustment of the mean difference over extended periods (1, 2, 3, 4, 5, 6, & 9 months) suggests that on the timescale typical in forensic anthropology cases neither method of correction is consistent or reliable and that forensic anthropologists would be better suited using uncorrected NWS temperature data when the postmortem interval is extended. 相似文献
