Fiction,Faction and Intelligence

There is a demonstrable overlap between authentic intelligence operations and the way they have been portrayed in works of fiction, which is not entirely surprising considering the number of distinguished, and some lesser-known, novelists who have worked for MI5 and the Secret Intelligence Service over the years. Setting aside for a moment the work of Compton Mackenzie, Graham Greene, John le Carré and Somerset Maugham, arguably SIS's most renowned authors, what about Kenneth Benton, David Footman and Jack Cordeaux? The writing culture was especially prevalent in the Security Service, where the legendary case officer Jack Bingham, for whom David Cornwall once worked, raised no objection to the employment of authors. His colleague Max Knight wrote some terrible thrillers, and his assistant, William Younger, chose the interesting pen-name William Mole. Bingham's wife Madeleine and daughter Charlotte, who also worked for MI5, wrote many books, and they were not alone. Curiously, however, it is Ian Fleming who has attracted the greatest attention for his great invention, 007. Yet there remains some doubt about whether Bond may not have been inspired by his former tutor in pre-war Kitzbuhel, Phyllis Bottome, whose 1946 novel The Lifeline introduced a suave, German-speaking, Swiss-educated, mountaineering, British agent a full five years before the publication of Casino Royale. A coincidence? Maybe, but the paths taken by these two authors criss-cross on many occasions.     

The cost disease and government growth: Qualifications to Baumol

Changes in real world wage movements across sectors account for about a third of the rise in the cost of U.S. government services between 1959 and 1989, while relatively slower productivity in the public sector accounts for the remaining two-thirds. Even though it is slower, however, the productivity record still is positive even in the labor intensive government sector. Consequently Baumol argues that the public's likely future objection to necessary increases in the share of expenditures over the next 50 years will betray a fiscal illusion unless policymakers take pains to dissolve it. But slower productivity may be equally due to the structural organization. Removing public monopolies, reducing bureaucracies, and undertaking privatization in education for example, are other policy options that could radically change the productivity record. Meanwhile in his recent calculations of dramatic government expenditure increases expected in the next half century, Baumol omits reference to the marginal welfare cost of public funds, which on our estimates, will increase at least ten times to reach 1.71 by the year 2040.     

Participation in a national,means‐tested school voucher program

We use data from a sample of applicants to a national means‐tested school voucher program and a national sample of the population eligible for the program to evaluate the factors leading families to use school vouchers. Our analysis divides the process of voucher usage into two distinct stages: initial application and subsequent take‐up. Using a nested logit model, we find that some factors, like religious affiliation and religious service attendance, affect both stages. Others, like mother's education, affect only one (application). Still others, like ethnicity, have opposite effects at the two stages. Compared to Whites, minorities are more likely to apply for vouchers, but less likely to take them when given the opportunity. © 2005 by the Association for Public Policy Analysis and Management     

Restructuring family planning in the health service: the case of young people's clinics

A review of the experience of adolescent reproductive health clinics in Liverpool and Bristol highlights the potentially disruptive impact of new National Health Service (NHS) policies and competing professional interests on the attempt to provide integrated, high-quality services. In particular, responsiveness to client needs often collides with NHS demands for efficiency. UK health authorities accept, in principle, the need for separate, informal family planning centers for young people. The 34 Brook Advisory Centers, which deliver confidential contraceptive and counseling services to adolescents, face pressure to become population rather than client-based and to reduce time spent on individual sessions. Moreover, new NHS contracting arrangements have greatly increased the role of general practitioners (GPs) in contraceptive provision, with serious implications for family planning clinics. At present, about 70% of UK women obtain contraceptive and sexual health services from a GP. This encroachment has further increased the marginalization of family planning practitioners, the majority of whom are female, within the medical profession. Concerns have been expressed, however, that GPs are not able to offer the comprehensive services available in clinics and lack sufficient female staff.     

The Sex Crime: Deterioration more Apparent than Real?

Public concern about an escalation of sex crime is unsupported by a critical analysis of official crime statistics in England and Wales. Assumptions about the inveterate recidivism of sex offenders are unconfirmed by follow-up studies. A great variety of behaviours is covered by sex crime, from the grave to the trivial. To the traditional offences of predatory aggressors, violent rapists and a small number of dangerous offenders driven by pathological emotions, are now added date rapes and harassments previously little reported. All sex incidents involving children are widely believed to cause lasting damage, despite evidence to the contrary. Female offenders and boy victims are receiving more attention. Adolescent involvement is insufficiently distinguished from paedophile offences and male homosexuals are suspected of paedophile tendencies. The development of constructive therapeutic approaches is impeded by doubts about efficacy and a punitive ethos.
