This article attempts a systematic comparison of how policy is implemented in Sweden and the United States. We suggest that differences might be explained by examining policymaking processes, policy content, and governmental structure. The comparison reveals differences in 'incentive structure'. Both Sweden and the U.S. have responded to the complexity and uncertainty that accompanies increased demands on central government by adopting 'softer' mechanisms for implementation. The effect of these shifts in both systems is to devolve important decisions to lower levels of government. In Sweden, this devolution is still accompanied by strong incentives for national policymakers to undertake implementation, although the incentives may not be as strong as they were in the past. In the U.S., it is accompanied by a radical weakening of incentives to carry out implementation and increasing instability in policy content and relations among key actors. 相似文献

In order to identify clues to forensic pathologist's classification of suicide, the forensic files of 100 consecutive cases of suicide, and 22 cases of undetermined manner of death, were analysed. Some specific causes of death, suicidal communication and other circumstantial evidence suggesting suicidal intent explained all but three classifications. Problematic cases concerned death by poisoning and by submersion, alcohol-dependent persons and subjects with positive blood alcohol concentration at autopsy. Guidelines to support the police investigation as well as the medico-legal examination can probably reduce the number of undetermined cases in cases of possible suicide. 相似文献

The article discusses central characteristics of the way in which western democracies formulate their public policy. This is done by presenting a preliminary typology of policy styles. An attempt is made to classify some European countries according to their dominant policy style as well as according to changes in this respect during the post-industrial period. Overcrowding and unconventional participation are identified as two important factors behind this development. The essay, which is mainly based on British and Swedish data, concludes with a discussion of the question of whether societies are able to exercise any choice in determining their policy style. 相似文献

The development of the Swedish political economy is interesting in the perspective of the Mancur Olson theory about the rise and decline of nations. It is shown that the general argument of RADON is not in agreement with facts about the growth of the affluent society in Sweden between 1870 and 1970. The strong growth in the overall economic output took place in a society where a number of distributional coalitions were strongly organized. Also the special argument in RADON about the reversed consequences of broad interest organizations meets with little support. Whatever is meant by an encompassing interest organisation, what was crucial in the Swedish case was the strong position of party government and the broad participatory nature of the political process. Directly contradicting the RADON argument is the fact that the structure of distributional coalitions has in general become even more encompassing since 1970. yet the economic situation of Sweden has deteriorated considerably. The predicament of party government mest be emphasized, as the period since 1970 has witnessed a decline in the capacity of political leadership to govern the country. 相似文献

In 1993 the World Bank assisted the Ministry of Water and Irrigation of Jordan in updating a review of the water sector, and thus began the process of Private Sector Participation (PSP) in service provision to improve the efficiency of the water sector and wastewater services. In this article, the privatisation of water and wastewater services is examined from the perspectives of stakeholders (input) and consumers (output). The goal is to assess the changes that have been taking place to date in relation to the principles of good governance. The results from interviews with stakeholders and from consumer questionnaires show that the privatisation process has to date shown only a few signs of ‘good’ governance. Despite the range of stakeholders involved, the state remains responsible for designing a good-governance approach that is responsive to the concerns and interests of all stakeholders. 相似文献
