Over a number of years in the UK, public service improvement has been at the centre of both Conservative and Labour policy. Keen to make improvements in public services, the current Labour government is pursuing this issue more strongly than any other. This paper examines the concept of improvement and reviews the academic literature which has empirically assessed improvements in a range of public services. Drawn from over 50 studies of improvement, the evidence highlights seven determinants or improvement ‘triggers’ which have been put in place and which have had a positive effect on a public service. These include quality frameworks and public participation forums. The paper reviews the evidence and evaluates the strengths and weaknesses of the studies themselves. The findings of the paper indicate that, despite a political drive to improve public services, there is insufficient evidence available on ‘what works’ in bringing about improvement. For 500 years the West was on the rise, culminating in Globalizaiton 1.0—the open system of trade, information flows and the spread of technology on the terms and in the image of the West. The benefits of that system over the last 30 years have led to the rise of the emerging economies. As a result we are entering the new era of Globalization 2.0 characterized by new forms of non‐Western modernity and the interdependence of plural identities. The advent of this new era has been hastened by the fiscal and financial crisis in Europe and the United States. Turkey, with its Islamic‐oriented democracy that has become a template for the liberated peoples of the Arab Spring, and China, with its effective neo‐Confucian form of governance, are the most sharply defined new players in this multi‐polar and multi‐dimensional world. In this section, one of Turkey's most insightful sociologists examines the post‐secular transformation of that nation. This study examines the detention patterns of the insanity defendant who is successful with the plea and hospitalized, or unsuccessful and incarcerated. Further comparisons are made with felony defendants who never entered a plea of not guilty by reason of insanity (NGRI). From existing data it is unclear to what extent detention may vary if the plea is successful as compared to if it is not successful. Of all defendants who entered a plea of NGRI in Erie County, New York (Buffalo) between 1970 and 1980, 128 were institutionalized as a result of their disposition. Sociodemographic, institutionalization histories, arrest, and disposition information were collected and analyzed for all 128 individuals. The research evaluates differences in the likelihood and length of either institutionalization or incarceration and in the rates of release between successful NGRI defendants, those who entered the plea unsuccessfully, and those who did not plead NGRI. From the findings reported here the authors conclude that pleading NGRI in Eric County may not be quite as advantageous for a defendant as commonly is believed. 相似文献

This article examines the interactive process leading to criminal violence. Official data from 159 incidents of homicide and assault that were not committed in conjunction with other crimes and that resulted in incarceration were examined with respect to the actions of offenders, victims, and third parties. These incidents tended to follow systematic patterns. They began with identity attacks, followed by attempts and failures to influence the antagonist. Threats were made and finally the verbal conflict ended in physical attack. It appears that retaliation is a key principle in the escalation of these incidents in that aggressive actions by the victim were associated with aggressive actions by the offender and the likelihood that the victim would be killed. The importance of situational identities for retaliating was suggested bg the moderately strong relationship observed between identity attack and counterattack. Retaliation also occurred for strategic reasons, in that offenders were more likely to kill aggressive victims when those victims used weapons. 相似文献

Abstract There is some controversy concerning the role of ethnicity in South African electoral behavior. Since the society is segmented on ethnic lines it is to be expected that ethnicity would play a crucial role in affecting political choices. Some writers have gone so far as to suggest that ethnicity is the only significant factor affecting voting preferences. The controversy arose at a time when Goodman's method of log-linear analysis for hierarchical models had not yet been developed. This method provides the most powerful tool available for the multi-variate analysis of categorical data. A re-analysis of previously published research using Goodman's method shows that ethnicity is not the only significant factor having a bearing on voting preferences. The first four-way table of voting preferences in South Africa is presented. The order of importance of the variables affecting party choice is: (1) ethnicity (2) socio-economic status (3) age of the voter.
