Local police agencies are in a fiscal crisis prompted by inflation on one hand and citizen tax revolt on the other. However, there is opportunity inherent in the budget crunch. It provides local government and police administrators with unprecedent political leverage to cut budgets in a manner where highly productive programs are retained while the unproductive ones are deleted. To this end the essay discusses avenues, drawn from recent police scholarships, for using budgetary retrenchment as means for substantive police reform.  相似文献

This article uses newly available Iraqi records to examine Saddam Hussein's strategic view of Israel, from the time of his political ascendancy in the late 1970s to the Persian Gulf War of 1990–1991. It sheds light on a variety of issues: the sources and motives of Saddam's bitter hostility to Israel, his desire for a bloody war of attrition against the “Zionist entity,” the role of Israel in motivating the Iraqi nuclear programme, Iraq–Israel relations during the Iran–Iraq War, Saddam's fears of an Israeli strike in the run-up to the invasion of Kuwait in 1990, and his motives for attacking Israel with SCUD missiles in 1991.  相似文献

Classroom recording systems (systems that capture audio or video footage of a taught session) are being adopted in universities globally in part encouraged by studies that suggest that use of recording technology is associated with enhanced student engagement and perceptions of a course. Notwithstanding increased adoption as a result of perceived benefits, approximately only 10% of higher education institutions have adopted comprehensive lecture recording systems. This study considered the benefits and advantages of classroom recording systems. Academic concerns over student attendance and use of recordings are discussed with the implications for teachers, cognisant of the synergistic relationship between teachers, students and their learning.  相似文献

This paper reexamines the competitive market solution to the determination of product safety. The concept of an optimizing social level of product safety-defined at the point at which the costs of increasing safety are equated to consumers willingness to pay for it-is developed and discussed. Various potential market failures are outlined. These failures give reasons to expect that the competitive solution will not be achieved in practice and provide a rationale for certain types of governmental intervention. Various empirical studies of implicit markets for various types of risks are reviewed as a basis for evaluating market efficiency and regulatory efficiency.  相似文献

The government of Fidel Castro has over this long period maintained correct if not always warm relations with a country which could have been considered one of the least likely to have been in such a position. In 1959 Canada was in a political situation of seemingly exceptional dominance by the United States of its foreign policy and economy. That dependence, in the view of many, has grown even firmer over the last half-century. Yet the relationship between Cuba and Canada, far from flagging, has prospered even though not without headaches as well as ups and downs. This connection is rightly considered extraordinary, but the basic elements of it have remained constant over the years and explain why it has at times flourished and rarely been put in question. The key factor here is that the maintenance of the relationship has always been at least to some degree of mutual advantage for both the states and, in the case of Canada, for the governing party of the time. Other elements come to light as one makes an overview of the fifty years of the relationship but the bedrock of mutual advantage remains present throughout.  相似文献

The ultimate formulation of the Federal Communications Commission's “nondiscrimination on the Internet” principle could have a significant impact on economic welfare and on innovation. In this article, we explain the economics of discrimination as it applies to the Internet, and we offer a new approach for identifying anticompetitive discrimination. Our proposal would require a complaining content provider to prove (i) the broadband service provider has discriminated in favor of some affiliated content provider that is “similarly situated” to the independent content provider; (ii) such disparate treatment is based on affiliation and not on some other consideration; (iii) the independent content provider has been unreasonably restrained in its ability to compete; and (iv) the harm it suffers as a result of the discrimination would likely redound to the harm of broadband users.  相似文献

Much organizational theory, research, and practice emphasizes the value of organizational members having clear perceptions of the organization's goals. For years, authors have asserted that public organizations have particularly vague goals, goals more vague than those of business firms. Yet, researchers have not devoted a lot of attention to ways of measuring perceptions about organizational goal clarity in public organizations and analyzing these perceptions. Many authors claim that the external political context increases goal ambiguity in public organizations. Some survey evidence, however, suggests that other factors, such as individual dispositions and attitudes, and internal organizational structures and processes, have greater effects. We analyze three alternative models of goal ambiguity—a political model, an organizational model, and an individual model—using data collected in Phase II of the National Administrative Studies Project (NASP-II), and then a composite model. Although political context acts as a significant determinant of goal ambiguity, both organizational and individual models have better explanatory power. Implications of these findings for theory and managerial practice are discussed.  相似文献

ABSTRACT

This analysis of over 6,900 federal employees’ responses to the Merit Principles Survey 2000 examines the influences of leadership and motivational variables, and especially public service motivation, on the “outcome” variables job satisfaction, perceived performance, quality of work, and turnover intentions. CFA confirms a factor structure for transformation-oriented leadership (TOL), public service-oriented motivation (PSOM), transaction-oriented leadership (TSOL), and extrinsically oriented motivation (EOM). Multivariate regression analysis shows that TOL and PSOM, as well as interaction effects of TOL-TSOL and TOL-PSOM, have strong relations to the outcome variables. SEM analysis examines direct and indirect effects of the main variables. Overall, the results indicate that TOL and PSOM have more positive relations to the outcome variables than do TSOL and EOM. The combination of high TOL and high PSOM has the strongest positive, and hence desirable, relation with organizational outcomes. Among this very large sample of federal employees, those who perceived their leader as displaying TOL (i.e., leadership that is encouraging, supportive, informative, and that emphasizes high standards) also expressed higher levels of PSOM and higher levels of job satisfaction, perceived performance and work quality, and lower turnover intentions. The SEM analysis further indicates that TOL has these effects by way of empowerment, goal clarification, and PSOM, and is distinct from TSOL (transaction-oriented) leadership, which shows no such relationships.  相似文献
