Results are reported from a study of shelters for abused women in Ontario, Canada, suggesting that what clients, managers, and frontline workers value most in shelter services is based on a care perspective in which ongoing relational support is seen as essential to effective service delivery. Presently, government-required metrics used to assess shelter services not only reflect a narrow, justice perspective where “fairness” is defined as equal access to publicly supported services, but reveal a New Public Management emphasis on efficiency in which the focus is more on the “what” than the “how” of practice. Findings are discussed in terms of their implications for the design of accountability systems for evaluating government-contracted social services. 相似文献

Female offender populations are growing at an unprecedented rate. The present study examines gender differences among a large sample of male and female offenders as related to seriousness of their offense and success on parole. Data analyzed were originally collected from a random sample of parole case files in California. Results revealed that although gender does significantly impact parole success, seriousness of the offense does not. Other significant factors include age at release on parole, criminal history, and measures of stability upon release. The need for wrap-around services, comprehensive treatment models, and funding for gender-specific services are discussed. 相似文献

Shaming is a mechanism theorists have highlighted as an important means of social control. However, this concept and the ways in which officials use shame in the context of formal social control is not easily studied. Interviews with a Southern California juvenile court judge and observations of his interactions with youths on probation are used to illustrate the reflexive nature of social control interactions. This ethnographic study illustrates how the emotion of shame is used to manage delinquent and defiant young people in a justice setting. A nuanced analysis of the various strategies used by this juvenile court judge to evoke signs of remorse, accountability, and deference from young offenders is provided. Such an investigation informs theoretical perspectives on how social control is employed, highlights the important role of power in the interactions, and provides a better understanding of theoretical concepts, such as reintegration and stigmatization. 相似文献

Various forms of ‘boundary‐crossing’ practices continue to proliferate in public management and public service provision (i.e. activities that require engagement and collaboration across sectors, institutions, and organisations). Yet the dynamic nature of this type of joined‐up working is proving to be a major management challenge. In this paper, we bring a number of concepts to bear on the management of joined‐up and cross‐boundary working in public management of complex social issues. Firstly, we present the concept of ‘adaptive management’, which we draw from field of environmental policy and planning (and human ecology). Secondly, we introduce a rethinking of the role of ‘policy targets’ using a complexity lens. These concepts are integrated into a practice heuristic (or framework) designed to assist cross‐boundary policy implementation in real‐world settings. We argue that adaptive management approaches may have significant utility for ensuring effective governance in uncertain environments. 相似文献

Pigeons have been a part of our lives for as long as we can remember. Some people view them with joy, others disdain. Regardless of the perception, control measures are often implemented against the birds in a bid to reduce their presence in urban environments without considering the views of members of the public in the process. Complaints about pigeon activity are, typically, given more attention than praise for these birds. However, people who are pro‐pigeons are often not provided with the forum to express their views of the birds. This study explored the perceptions of staff with regard to the pigeons inhabiting the University of South Africa's Muckleneuk campus. Two hundred and forty‐six participants provided their opinions on the pigeons, their related activities and the perceived impact on staff on the campus. Recognising that both people and urban wildlife play a role of cause‐and‐effect in human–wildlife conflicts can contribute to understanding peoples' relationships and perceptions of animals which transgress the boundaries between urbanisation and nature. By considering peoples' perceptions, attitudes and behaviours towards urban wildlife, management strategies can be significantly informed in the process of mitigating conflict. The study has shown that the negative perception of pigeons, which was assumed to be the position of all the people affected by the pigeons at the University of South Arica's Muckleneuk campus, is in fact incorrect. Participants would rather encourage the nesting and breeding activities of the pigeons on campus, as they felt that the human–pigeon interactions and the viewing of squabs in nests contributed positively to their work environment. Pigeon control strategies should therefore not solely be on the biological aspect of a perceived pigeon problem, but should also include the human association. Why do stateless nationalist movements change the area they see as appropriately constituting the nation-state they aspire to establish? This article draws a number of hypotheses from the literature on nationalism and state formation and compares the predictions of each about the timing, direction, and process of change to the empirical record in two stateless national movements in the post-Ottoman space: Fatah and the Macedonian Revolutionary Organization. Based on this investigation, the article argues that shifts in the areas stateless nationalist movements seek as their nation-states occur as a byproduct of the politically competitive domestic environment in which these movements are embedded. As nationalist movements engage in the competition for mundane power and survival, their leaders may alter their rhetoric about the extent of the desired national state to meet immediate political challenges that are often only loosely related to territorial issues. If these, initially tactical, rhetorical modulations successfully resolve the short-term challenges that spurred their adoption, they can become institutionalized as comprising the new territorial scope of the desired national state. 相似文献

Among the highly significant changes to the benefits system made by the Welfare Reform Act 2012 is provision for a new disability benefit, personal independence payment (PIP). PIP is replacing disability living allowance (DLA), received by three million people, as the principal form of state financial support towards disability‐related care and mobility costs for those of working age. The legislation, including regulations prescribing a new disability assessment framework, plays its traditional role in this field of rationing access to benefit and directing front‐line policy implementation. This article examines how, in the context of the Coalition government's welfare reforms, PIP shifts the threshold of entitlement for people with disabilities and it assesses PIP's potential impact on equality and the right to independent living, to whose realisation disability benefits may be expected to contribute significantly. It also considers the impact on disabled people of other relevant reforms, including the controversial ‘bedroom tax’. 相似文献
