The Edward Snowden leaks challenge policy makers and the public's understanding and perspectives on the role of security intelligence in liberal democratic states. This article explores the challenges confronting security intelligence collection by the ‘Five Eyes’ countries – particularly those most affected by the leaks. We argue that the debate now needs to move beyond simplistic notions of privacy vs. security to a more detailed understanding of the policy and ethical dilemmas confronting policy makers and intelligence agencies. To that end, we provide a schematic framework (methods, context and target) to promote a better understanding of the practical, policy and ethical problems for security intelligence collection emerging post Snowden. The framework is a first step in identifying common principles that could be used develop an ethically informed set of policy guidelines to help decision makers better navigate between citizen's two basic rights: security and privacy. 相似文献

Is there a peasant mode of production? Chayanov's work can be construed as a theory of the peasant mode of production at the level of the labour process. This labour process is analysed in terms of the forces of production, the relationship between the peasant and the means of production, and that between the peasant and the product. Abstract: Governments around the world are spending huge sums of money implementing electronic government. Public‐private partnerships with information and communication technology firms have emerged as the vehicle of choice for implementing e‐government strategies. Concerns are raised about the capacity of governments to manage these complex, multi‐year, often multi‐partner relationships that involve considerable sharing of authority, responsibility, financial resources, information and risks. The management challenges manifest themselves in the core partnering tasks: establishing a management framework for partnering; finding the right partners and making the right partnering arrangement; the management of relationships with partners in a network setting; and the measurement of the performance of e‐government partnerships. The article reviews progress being made by governments in building capacity to deal with these core partnering tasks. It concludes that many new initiatives at the central agency and departmental/ministry level seem designed to centralize control of e‐government projects and wrap them in a complex web of bureaucratic structures and processes that are, for the most part, antithetical or, at best, indifferent to the creation of strong partnerships and the business valuethat e‐government public‐private partnerships promise. 相似文献

This article argues that an Islamist militant group with a relatively homogenous ethnic make-up is more likely to be supported by those of the same ethnicity even if the group makes no reference to and even downplays the importance of ethnicity. Using survey data from an original survey carried out in Pakistan in 2013, with 7,656 respondents, this hypothesis is tested in a multiple regression analysis of support for the Pakistani Taliban. The results demonstrate that co-ethnicity between the respondent and the Islamist militant group is the most important predictor of support for the militant group. 相似文献
