From general training to projeetization: Implications for learning processes and the roles of trainers

A large component of development aid in the past has been in the form of scholarships for officials and managers to attend short and long training programmes in the west. However, it has increasingly been felt that the impact of such programmes is limited, and hence the donor community is placing increased emphasis on ‘projectized’ training programmes, i.e. training that is geared to specific development projects in a particular country. This shift has implications for the nature of the training, the learning processes involved and the roles of trainers. This article explores these issues, firstly reviewing the debate between ‘open’ and ‘projectized’ training, and then going on to report on a case study involving a ‘projectized’ learning event run for the Nigerian Civil Service as part of its Civil Service reform programme. The case study explores the main differences between ‘open’ and ‘projectized’ training, demonstrates some of the potential problems with ‘projectized’ learning and, where appropriate, suggests solutions and offers a number of practical suggestions for trainers to consider for operating in an increasingly ‘projectized’ training scene.     

THE GROWING IMPACT OF GLOBALIZATION UPON CITY POLICIES1

The increasing pace of globalization is impacting numerous cities across the United States. The imperatives of complex interdependence and the progressive internationalization of production have been particularly important stimuli. Moreover, the increasing professionalization of local governments makes them better equipped to handle an active international role. As the forces of globalization penetrate deeper into communities, local leaders find themselves resorting to symbolic or “conscious‐raising” measures designed to heighten international sensitivities and awareness. Economic interests are also pivotal in forging bilateral foreign contacts and accords initiated at the local level. Of particular significance is the horizontal restructuring of private‐public sector relationships. Finally, a case study of Charlotte illustrates both the variety of forces pushing cities to respond to globalization and the considerable constraints that still exist upon such efforts.     

Postmortem dental radiography

Comparison of postmortem and antemortem dental radiographic films or digital images is a common procedure for establishing identity of human remains. This article describes some problems with producing postmortem dental radiographs in a medical examiner setting and gives methods for circumventing these difficulties. Resection of the jaws, when permitted, significantly simplifies the postmortem radiographic technique. When producing an actual postmortem panoramic dental radiograph (orthopantomogram) from a dry skull, stabilization of the specimen for exposure by the moving beam source may be accomplished simply by placing the specimen upside down on an anthropologist's skull ring. Image "burnout" in the anterior segment, which results from absence of the tissues of the neck, may be avoided by appropriate placement of radiodense objects such as "zippered" plastic bags filled with water or other fluid material, freezer gel packs, or a block of self-polymerizing acrylic. These methods may increase future postmortem dental radiography efficiency.
