A recent expansion of the San Francisco Bay Area's heavy rail system represents an exogenous change in the accessibility of inner‐city minority communities to a concentrated suburban employment center. We evaluate this natural experiment by conducting a two‐wave longitudinal survey of firms, with the first wave of interviews conducted immediately before the opening of service, and the second wave approximately a year later. Within‐firm changes in the propensity to hire minority workers for firms near the station were compared with those located farther away. Also estimated was the effect of employer distance to the new stations on changes in propensity to hire minorities. Results indicate a sizable increase in the hiring of Latinos near the new stations, but little evidence of an effect on black hiring rates. © 2003 by the Association for Public Policy Analysis and Management. 相似文献

The transparent disclosure of political donations is an important anti‐corruption measure. However Australia's current disclosure system has been too poor to sustain rigorous empirical analysis by either journalists or researchers. The barriers to analysis lie in the data collected and in how it is disclosed to the public. This article seeks to give an overview of the transparency problems in the disclosures. It then outlines what limited insights can be gleaned about the political donations landscape. It finds that donations are dominated by the federal election cycle, transparently declared donations make up a small and declining proportion of parties’ incomes at 12–15%, and the amount of money going entirely undisclosed is more than 50% and growing. It also finds indications of paying for access and donor strikes being used to punish government that require further research. 相似文献

This paper provides a knowledge‐based perspective to understanding public value management (PVM). As distinct from other approaches to public administration, PVM focuses on collaborative capacity building for the creation of public value. To develop the notion of PVM further, we explore the role of a knowledge‐based strategy in a case study of change implementation in 18 disability service organisations in Western Australia. Our findings show important inter‐relationships between knowledge management strategy, adopting a person‐centred approach to service provision, and sustainability of change implementation. We discuss the implications of the study for disability sector change management and for the further exploration of the strategic role of knowledge management capabilities in the study and practice of PVM in public sector administration. The paper explores the relationship between an organisation's knowledge capture and sharing systems and processes and its ability to implement change in a way that generates long‐term benefits for both public sector employees (e.g., engaging with key stakeholders to generate innovative solutions for serving client needs) and clients (i.e., increased well‐being through better service design and support). 相似文献

Muslim societies and Islam in the West are in need of an anthropological shift in Islamic thought. Global regimes abuse the religious argument for the purpose of obedience towards totalitarian rule. Hence, Islam as a kind of regal religion becomes the basis for the violation of the ethical standards it stands for: peace, justice and security. However, the contingent situation between religious and secular world-views requires new pragmatic approaches in terms of conflicting assumptions of authority. Using data from the youngest cohorts of women in the National Longitudinal Survey of Youth, this study constructs Aid to Families with Dependent Children (AFDC) histories starting at age 15. Most young women go on AFDC for the first time between ages 18 and 25 and do so in the first few years after the birth of their first baby. These histories are used to estimate models of the determinants of initial use of AFDC. The models provide mixed evidence that the financial or other incentives of welfare policy affect the likelihood and timing of AFDC use. Benefit levels do not seem to affect participation, but the presence of a program for medically needy families who are not on welfare appears to decrease entrance to welfare for some groups. Parental poverty, family structure, academic achievement, attitudes toward school, and race are significantly related to the likelihood of participating in AFDC, and the rate of entry. © 2000 by the Association for Public Policy Analysis and Management. 相似文献

This article surveys The Norman Geras Reader: ‘What’s There is There’, a recent collection of the work of Norman Geras, edited by Eve Garrard and Ben Cohen. The article explores the relevance of Geras’s attempted reconciliation between liberalism and Marxism to some of the key issues confronting the contemporary left: foreign policy and the failures of humanitarian intervention and non-intervention; internationalism and the necessity for solidarity across borders in an age of nationalist populism; left approaches to totalitarianism and antisemitism; the possibilities and limitations of alternatives to and critiques of liberal capitalism; and the reinvigoration of utopian imaginaries and the futures they promise. It suggests that important lessons for the left can be unpicked from the contested legacy of the ‘decent leftism’ Geras represents, where reapplied in the wake of new political and diplomatic challenges. 相似文献

The primary purpose of our study was to explore the effects of rurality on school adjustment and other school-related variables.
Using data from 167,738 7th–12th graders located in a national sample of 185 predominantly white communities, multilevel models
were estimated for perceived school performance and school liking using a variety of individual-level (e.g., gender, ethnicity,
and peer school performance) and community/school-level variables (e.g., school size, rurality, and percentage free/reduced
lunch) as predictor variables. Rurality was not significantly related to school adjustment, but rather, the characteristics
of individuals living within those communities were. Results also indicated that participation in school and non-school activities,
a strength of rural schools, can play a positive role in school adjustment. Given the significant relationships of income
and parental education to all of the school-related variables, a key long-term strategy may lie in improving the economic
climate of rural areas.
