Strategic planning and budgeting in the “new texas”: putting service efforts and accomplishments to work

Texas implemented a new “strategic budgeting” system to craft the state's 1994-95 biennial budget. This performance-based budgeting system combines strategic planning, service efforts and accomplishments (SEA) indicators and reporting, and line-item appropriations. This article reviews the ideas and process behind linking strategic planning and line-item budgeting and describes the key role of SEA indicators. Interviews with agency practitioners and the experiences of the Governor's Office of Budget and Planning are used to evaluate the system.

Alas there has been no serious effort to sponsor research in the field of cultural relations. Because governments and other major bodies concerned with funding cannot see any obvious application or “pay-offs” for such investigations, they simply have not been carried out. (Mitchell 1986)

The life space and socialization of the self: Sex differences in the young adolescent

In this conclusion we examine the implications of the special issue findings for the development of the self. We discuss how well the young adolescent experiences in schoolwork, maintenance, talk, and leisure provide bases for an evolving adjstment to the adult roles of work, love, and play. Gender differences clearly emerged in the experience of daily life; children entered adolescence with differences in how time is experienced already firmly established, and by midadolescence these differences were intensifying. Our data support the three heuristics of communion versus agency, gender intensification, and the public versus private dichotomy. Concern is raised as to the viability of traditional sex role socialization when adult roles may demand more egalitarian behavior.     

Cognitive mediators of ego functioning in adolescence

It has often been assumed that a relationship exists between higher levels of cognitive functioning, particularly formal operations, and mature ego functioning in adolescence. This research examined the relationships between ego functioning and two domains of operational thinking: social interpersonal reasoning and physical-mathematical reasoning in 139 high school seniors. Subjects were given two measures of physical-mathematical reasoning, two measures of interpersonal reasoning, and the Sentence Completion Test of ego functioning, as well as a measure of verbal intelligence. Results indicated significant differences between males and females in patterns of correlations as well as in patterns of relationships in a causal analysis. Ego functioning was predicted by interpersonal reasoning for females and by physical-mathematical reasoning and verbal intelligence for males.This research represents a portion of the doctoral dissertation completed by the senior author in 1981. Public transit and the spatial distribution of minority employment: Evidence from a natural experiment

A recent expansion of the San Francisco Bay Area's heavy rail system represents an exogenous change in the accessibility of inner‐city minority communities to a concentrated suburban employment center. We evaluate this natural experiment by conducting a two‐wave longitudinal survey of firms, with the first wave of interviews conducted immediately before the opening of service, and the second wave approximately a year later. Within‐firm changes in the propensity to hire minority workers for firms near the station were compared with those located farther away. Also estimated was the effect of employer distance to the new stations on changes in propensity to hire minorities. Results indicate a sizable increase in the hiring of Latinos near the new stations, but little evidence of an effect on black hiring rates. © 2003 by the Association for Public Policy Analysis and Management.     

A Liberal Marxism? Mutual Care,Global Humanity and Minimum Utopia

This article surveys The Norman Geras Reader: ‘What’s There is There’, a recent collection of the work of Norman Geras, edited by Eve Garrard and Ben Cohen. The article explores the relevance of Geras’s attempted reconciliation between liberalism and Marxism to some of the key issues confronting the contemporary left: foreign policy and the failures of humanitarian intervention and non-intervention; internationalism and the necessity for solidarity across borders in an age of nationalist populism; left approaches to totalitarianism and antisemitism; the possibilities and limitations of alternatives to and critiques of liberal capitalism; and the reinvigoration of utopian imaginaries and the futures they promise. It suggests that important lessons for the left can be unpicked from the contested legacy of the ‘decent leftism’ Geras represents, where reapplied in the wake of new political and diplomatic challenges.
