THE POLICY CONSEQUENCES OF THE GREEN REVOLUTION:

By examining data from fifteen Latin American nations on several agricultural- and food-related variables for 1965 to 1977, this paper analyzes the efficacy of the Green Revolution for food consumption. A Radical Model is offered to explain why a high technology, export-oriented, agricultural policy may not adequately serve the food consumption needs of Third World countries.     

Zero Base Budgeting: The Manager's Budget

This article offers an assessment of zero-base budgeting (ZBB) derived from a field study conducted by the Urban Institute and supported by the National Science Foundation. Four cities and four states participated in the study, and several hundred public officials were interviewed.     

The “thinning” blueline: a Bourdieuian appreciation of police subculture

The notion of a recalcitrant “police subculture” is pervasive in the literature on policing, often invoked to explain many of the ills linked to police misconduct and corruption. This article argues that the failure of reform efforts is the result of interventionist strategies which had sought to change police subculture “head-on” without a corresponding change in the structural conditions in which the policing role is so located, and that these efforts, theoretically, have been informed by a conceptualisation of police subculture as homogenous, monolithic, and static. Using the Bourdieuian concepts of the “habitus” and “field”, the view of a “recalcitrant” subculture will be challenged in this article. Using the Singaporean experience as a case in point, it will be shown how changes in the field of policing can bring about changes, intended or otherwise, in the occupational habitus of the police: refashioning the informal repository of knowledge guiding police work.

Development and Initial Findings of an Implementation Process Measure for Child Welfare System Change

This article describes a new measure designed to examine the process of implementation of child welfare systems change. The measure was developed to document the status of the interventions and strategies that are being implemented and the drivers that are being installed to achieve sustainable changes in systems. The measure was used in a Children's Bureau-supported national effort to assess the ongoing implementation of 24 systems-change projects in child welfare jurisdictions across the country. The article describes the process for measure development, method of administration and data collection, and quantitative and qualitative findings.
