Following visits to three less developed countries (LDCs) in Sub-Saharan Africa (Tanzania, Kenya and Zimbabwe) to study public sector personnel systems, the author offers a review of personnel practice in Civil Service and parastatal organizations. In the main, despite a recognition that personnel issues were crucial to organizational success and thereby, ultimately, to economic development, the personnel function was found to be a largely reactive administrative operation, often combined with non-personnel ‘housekeeping’ roles and lacking a strategic role within the organization. Reasons for this restricted role are suggested and include a lack of alternative models of best personnel practice, the historical legacy of colonial administration, and the continuing need for administrative controls in the face of favouritism and corruption. Prospects for reform are considered in the light of current conditions and the view is advanced that changes in the personnel practices and policy are most desirable and urgent in the parastatal sector, and that a reformed parastatal sector might serve as a model for selective improvements to personnel management in the Civil Service.  相似文献

Down into the last decades of the twentieth century, Bihar remained India's poorest state and one under the domination of its landowning upper castes – a well-nigh hopeless case for development in the view of most outside observers. But in the 1990s, a fresh leader gained a new dignity for the Backward castes, even as the state's poverty and corruption continued unabated. And then in the mid-2000s, another Backward leader was able to combine this societal uplift with a remarkable level of economic development. This article in two parts endeavours to make a case that Nepal, long suffering under conditions similar to those hobbling Bihar until recently, might follow a similar two-stage path of dignity and then development.  相似文献

Participation in the federally subsidized school breakfast program often falls well below its lunchtime counterpart. To increase take‐up, many districts have implemented Breakfast in the Classroom (BIC), offering breakfast directly to students at the start of the school day. Beyond increasing participation, advocates claim BIC improves academic performance, attendance, and engagement. Others caution BIC has deleterious effects on child weight. We use the implementation of BIC in New York City (NYC) to estimate its impact on meals program participation, body mass index (BMI), achievement, and attendance. While we find large effects on participation, our findings provide no evidence of hoped‐for gains in academic performance, or of feared increases in obesity. The policy case for BIC will depend upon reductions in hunger and food insecurity for disadvantaged children, or its longer‐term effects.  相似文献

This paper presents an analysis of patterns of access to education in six Eastern European countries (Bulgaria, Czech Republic, Hungary, Poland, Russia, and Slovakia) between 1940 and 1985. As in other industrial countries, average educational attainment (measured by duration, i.e. years in school) has increased greatly since 1940. But the expansion was most rapid until 1970. In all six countries, women increased their educational attainment more than men. By 1975, the difference between men and women in regard to years of schooling had virtually disappeared in all countries studied. Parents' educational attainment (measured as average years of schooling of father and mother) proves to be a main determinant of their children's attainment. However, the effect of parents' education decreased by about half from 1940 to 1985. Cultural resources (measured by parents' cultural behavior while the respondent was growing up) turns out to be a strong predictor of educational attainment, and equally so for men and women. It accounts for about one-third of the educational reproduction effect. However, the effect of cultural background declined considerably under communism. Finally, parents' political resources (measured as parents membership of the Communist Party) is shown to have a weak but consistent effect on educational attainment in the six countries. Although this effect was relatively strong in the early communist period, it was negligible for the younger cohorts.  相似文献

Public service organizations are looking for ways to improve the evaluation of performance and resource allocation. One of the approaches is to use adjusted performance measures, which attempt to capture factors that affect the organizational performance but are outside of the organization's control. This article illustrates the construction and use of adjusted performance measures to assess the performance of public schools, and reports findings from a study of school-based budgeting in Chicago that relates adjusted performance measures and patterns of budget allocations.  相似文献

The social acceptability of large-scale technologies depends upon a wide range of things, some related to safety and economics, but also some factors of cultural, social and psychological significance. However, many risk analysts assume that public opposition to technologies is mostly due to unfounded fears of their risks and, that there can exist quantitative criteria of acceptable risk that could allow the acceptability of technologies to be judged. This paper traces the emergence of the acceptable risk problem formulation and reviews critically some of the approaches that have been put forward to solve it. The 1991 Civil Rights Act and recent U.S. Supreme Court decisions have modified standards applicable to psychometric or statistical proof of discrimination in employment cases. Changes in the legal standards have increased the role for psychological experts to prove or rebut allegations of disparate impact of hiring or promotional criteria, whether those criteria caused the observed disparities in the workforce, and whether the legitimate needs of the employer were substantially served by the employer's selection criteria. Three different methods or approaches to meet the legal standards are discussed: (a) reliance on traditional psychometric validity analyses; (b) regression analysis or the policy-capturing method; and (c) the survey data approach. These techniques are illustrated by reference to three cases in which experts successfully presented this evidence.
