According to Zhu Wenli, Chinese scholars of political economy have been examining many of the same issues as their American counterparts, but have reached quite different conclusions. Chinese scholars accept the importance of globalization, but do not believe that globalization is making the nation-state less relevant or international regimes more powerful. They concede that economic and other transnational issues are becoming increasingly salient in international affairs, but conclude that they are simply altering the ways in which nations compete for power rather than making the international system more cooperative. They agree that much of today's world order is rooted in American hegemony, but do not consider that US foreign policy can be characterized as 'benign'. These conclusions have troubling implications for US‐China relations. They suggest that China will not agree to be integrated into an international community led by the United States, and that the relationship between Beijing and Washington is more likely to be competitive than cooperative. 相似文献

Trust is important to the institutions that make societies successful. Globally, Indigenous peoples are actively building institutions for self‐governance, but there remains little empirical work on trust in this context. To address this gap, we use a mixed methods approach to explore three levels of trust among individual members from three related, but politically distinct First Nations (Indigenous peoples) in British Columbia, Canada. British Columbia offers a unique and dynamic context to explore trust and its relationship with the diverse institutional choices among First Nations. Survey results show that trust is low among respondents and individual variables predictive of trust in mainstream contexts, like education and employment, are not determinative. However, interpersonal trust and political trust were highest in the First Nation most active in institution building, and who linked this with a cultural revitalization narrative. Aboriginal and Torres Strait Islander peoples have campaigned for reform to the Australian state for generations. Over the last decade, debate over constitutional recognition has assumed mainstream prominence as a series of parliamentary and expert bodies designed to raise awareness of the need for change, propose options for that change, and build a community consensus around those proposals, have been established. This article assesses the five public processes undertaken between 2010 and 2017. It explains that constitutional reform has been hampered by state ambivalence towards the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). However, it argues that that same state ambivalence created space for Aboriginal and Torres Strait Islander peoples to eventually take control of the debate, reframe it along their own priorities, and re-energise the movement for constitutional recognition. Even if prospects for a referendum remain uncertain, the Uluru Statement from the Heart has succeeded in building community consensus for a clear proposal because the UNDRIP informed and influenced its development. 相似文献

The effects of methylphenidate on hospitalized conduct-disordered (CD) adolescents were examined by using teacher ratings of behavior, a measure of classroom learning, and a test of impulsivity. Twenty-two male adolescents with CD, 12–18 years of age, participated in a double-blind, placebo-controlled, within-subject (crossover) design in which each adolescent received three doses of methylphenidate (10 mg, 15 mg, and 20 mg) and a placebo in a randomly assigned, counterbalanced order. Seven of the adolescents had a comorbid diagnosis of attention deficit hyperactivity disorder. Significant overall medication effects were shown on teacher ratings of conduct, and on number of arithmetic questions correctly completed and time spent. Within the limitations of this study, stimulant actions may be effective for some aspects of CD in the absence of attention deficit hyperactivity disorder, although only for specific measures.This project was supported by BRSG S 07 RR 05364 awarded to Ronald T. As part of a 1978 national study of parole, the roles of halfway houses for criminal offenders were examined. It was found that the number of halfway houses began to expand rapidly in the 1960s, and that both services and types of clientele proliferated in the 1970s. Three underlying assumptions of halfway houses were examined, and a topology of houses was developed. It was concluded that halfway houses may be as effective as any other parole program and strategy and may be more cost effective at this time. Future research should further clarify and expand on types of houses and their treatment modalities, linking treatment outcomes to recidivism and reintegration, as well as on including more adequate comparison groups. 相似文献
