The scope and limits of financial liberalisation in developing countries: A critical survey

This article reviews the growing literature on financial reform in developing countries. We draw both on the theoretical contributions outlining the case for and against liberalisation as well as on the experience of many developing countries with liberalisation. We argue that the existence of market failures in financial markets hampers the liberalisation process and indeed suggests that the simple liberalising strategy envisaged in much of the literature is inappropriate. We argue instead for an alternative strategy which integrates some aspects of liberalisation with the development of appropriate financial institutions designed to serve best the needs of the real economy.     

Growing up as an abandoned child in nineteenth-century Italy

In the debate over “maternal indifference” and, more generally, over the ways in which children were viewed and treated in the European past, the care of abandoned children has attracted a good deal of attention. Huge numbers of newborns were consigned to foundling homes in past centuries, and attempts to keep the children alive depended heavily on placing them with rural wetnurses and foster families. In general, scholars have portrayed these foster families as having little concern for the welfare of their charges. One consequence of this view is the presumed instability of foster home arrangements for foundlings. Using archival sources, this article investigates the relationships between foster families and foundlings by examining the lives of babies abandoned at the foundling home in Bologna, Italy over the course of the nineteenth century. The study provides grounds for questioning the received wisdom on the subject of foundling care in nineteenth-century Italy and beyond.     

Associations between national gambling policies and disordered gambling prevalence rates within Europe

Policymakers and other interested stakeholders currently are seeking information about the comparative effectiveness of different regulatory approaches to minimising gambling-related harm. This study responds to this research gap by exploring associations between gambling policies and disordered gambling prevalence rates. We gathered information about gambling policies for thirty European jurisdictions and past-year prevalence rates for disordered gambling for twelve of these jurisdictions. We present policy trends and prevalence rates and then describe the level of association between policy and prevalence. We observe one statistically significant association between policy and prevalence: rates of sub-clinical (i.e., Level 2) disordered gambling were higher within environments that mandated less strict regulation of advertising for online gambling. Finally, we discuss the implications of our research in the context of the current process regarding the pan-European regulation of gambling. Our findings do not offer evidence for certain assumptions made in the past by the European judiciary.     

Does victimization reduce self-control? A longitudinal analysis

Purpose

To examine the effect of victimization on self-control.

Method

Five waves of data from the GREAT survey are analyzed; the effect of prior victimization on subsequent self-control is estimated using the dynamic panel generalized-method of moments.

Results

Victimization reduces subsequent self-control in the near term.

Conclusions

The findings point to another source of low self-control, help to explain why prior victimization is linked to subsequent victimization, and provide support for general strain theory - which predicts that strains such as victimization will reduce self-control.
