Economic issues associated with poverty are complex and require holistic responses in order to realise the goals of sustainable development. While business alone may have significant economic impacts, the link between business-level behaviour and macro-level development aspirations is unclear. By developing a sound grasp of how companies understand and manage these impacts, we are better placed to understand how corporate responsibility clusters, or partnerships with other companies, civil society organisations, and governments, can harness corporate impacts to bring about more sustainable development at the macro level.  相似文献

Abstract. This article addresses the issue of whether a model of deep European integration might be envisaged in a continent–wide process that might accompany eastern enlargement of the European Union. The paper argues that deep integration in Western Europe has been built on three dimensions: the functional; the territorial; and affiliational. The articulation of these three dimensions has evolved through not only the EU, but also a dense pattern of other transnational linkages, including those between immediate neighbours. Moreover, different west European countries have been linked into this process through varied patterns for 'domesticating' Europe. Efforts to develop an EU polity require the interplay of all three dimensions of integration, a tough goal for post–cold–war Europe in the western part of the continent, let alone in 'pan–Europe'.  相似文献

This article discusses the coordinative capacity of Centers of Government (COGs) in several Central and Eastern Europe countries. In formal terms, COGs are at the heart of the executive process; but their contribution to coherence in executive policymaking has remained limited. This observation applies both to coordination within the executive, and between the executive and other key participants in the political process. In important respects, the "solitary centers" operate in isolation from their political and institutional environment. In part, this weakness of linkage reflects the particular features of the post-Communist political systems; in part, it can be explained by a lack of nodality, authority and policy expertise at the COG. There are good reasons to assume that, as policy systems mature, problems of linkage will decline in significance. But this outcome cannot be taken for granted. Instead, we might be witnessing the emergence of a "new administrative type" in some Central and Eastern European countries.  相似文献

This work attempts to formalize an emerging paradigm in criminology, examining the structural consequences of feedback between community physical decay and behavioral pathologies caused by the social disintegration resulting from that decay. Adaptation of a standard reaction/diffusion approach produces a model of radially expanding coupled traveling-wave shock fronts of interrelated contagious physical decay and criminal activity. The standard threshold theorem associated with the model equations suggests that currently advocated triage policies, which recommend the virtual abandonment of bad communities behind the expanding front, will fail spectacularly. The model suggests that, just as the hollowing-out process has a complex, synergistic and dynamic structure, so, too, must interventions be interactive and mutually reinforcing, adaptively, targeted at communities in all stages of the phenomenon.  相似文献

Maximal urinary excretion of unchanged cocaine occurred within 2 h of the intranasal absorption of 1.5 mg/kg body weight of cocaine hydrochloride, and diminished rapidly thereafter. Excretion of benzoylecgonine was maximal 4 to 8 h following administration of the drug and diminished slowly over an interval of several days. Peak cocaine and benzoylecgonine concentrations observed were 24 and 75 microgram/ml, respectively. Benzoylecgonine/cocaine ratios were too varied to allow estimation of cocaine concentrations from benzoylecgonine concentration data or vice versa. Benzoylecgonine concentrations generally exceeded the corresponding cocaine values by a wide margin, but excretion of free cocaine in the absence of benzoylecgonine was observed in one subject. Cocaine was generally detected for only approximately 8 h, and for a maximum of 12 h, whereas benzoylecgonine was generally detected by chromatographic or enzyme immunologic assays for 48 to 72 h. Benzoylecgonine was positively identified in urine by raidoimmunoassay for 96 to 144 h after dosing.  相似文献

Notwithstanding cogent reasons for the continued existence of small local authorities in the sparsely populated Australian hinterland, compulsory council consolidation has been a recurring theme throughout the history of Australian local government. Despite its ubiquity, especially in rural, regional and remote Australian communities, its local consequences have not yet been fully examined by scholars or policy makers. The present paper seeks to remedy this neglect with an exploratory study of the social and economic consequences of forced local government amalgamations through the lens of the ‘lived experience’ of the small rural community of Manilla, which was forced in merge with the much larger Tamworth in 2004.  相似文献
