Despite its difficulties and inconsistencies in framing those practices andconducts recently unveiled by the press and judicial investigations whichhave caused considerable public discontent, the penal definition ofcorruption still highlights an interesting conceptual diversity across spaceand time that should not be overlooked. Most official discussions about andreferences to corruption and its volume are still framed within these hardparameters. It is, therefore, important to look at the intricacies ofcorruption as a crime in order to understand the virtues and failures ofnational repressive efforts. While crime statistics are of limited use for itsmeasurement, they can nevertheless help to interpret the way corruptionhas been treated through repressive instruments cross-nationally over aperiod of time.The aim of this paper is to assess the dynamics of the various processes ofsetting and revising penal standards to the conduct of office holders and theresults observable from the application of corruption and related offencesacross countries with different legal traditions.  相似文献

This article examines the question of trust in Bosnia and Herzegovina with a special focus on the role of ethnicity. We find generalised trust to be low and declining in Bosnia and Herzegovina. Moreover, generalised trust is negatively affected by the degree of ethnic heterogeneity in the region. However, a further examination of trust reveals a more complex relationship between ethnicity and trust: people tend to show low levels of trust in all other people irrespective of their ethnic belongings. We argue that ethnic distribution might capture some other regional specific characteristics that also affect the level of trust.  相似文献

This article determines the conditions under which theSouthern countries should act together, or separately, whilenegotiating with the North about climate change policy andabout the conditions for future Southern engagement. The papermodels the international negotiations with complete and withasymmetric information in a dynamic framework. The increasing complexity of policy problems, coupled with the political desire to base new policies on the foundation of firm evidence, has accelerated the development of policy assessment tools. These range from complex computer models and cost benefit analysis through simple checklists and decision trees. In the last decade, many governments have established formal policy assessment systems to harness these tools in order to facilitate more evidence-based policy making. These tools are potentially widely available, but to what extent are they used by policy makers and what becomes of the evidence that they generate? This paper addresses these questions by studying the empirical patterns of tool use across 37 cases in three European countries and the European Commission. It uses a simple classification of tools into advanced, formal and simple types. It finds that even when tools are embedded in policy assessment systems, their use is differentiated and on the whole very limited, in particular when it comes to more advanced tools. It then explores these patterns from contrasting theoretical perspectives to shed light on why, when and how different policy assessment tools are used in the policy process.  相似文献
