The public sector frequently confronts a heightened societal turbulence triggered by an increasing number of unpredictable and disruptive economic, political, and environmental crises. How can the public sector respond to this challenge? This article argues, first, that to continue to provide relevant solutions, public governance must be robust in the sense of adapting and innovating policies, programs, and services in ways that facilitate the achievement of basic public ambitions, functions, and values in the face of challenges, stressors, and threats. Second, to build robust governance, public managers must engage in bricolage and become bricoleurs in order to flexibly combine elements from competing and co-existent public governance paradigms. Doing so necessitates the construction of institutions conducive to bricolage, that is, institutions that are characterized by a high degree of flexibility that allows for experimentation; institutions that foster inclusive deliberation, knowledge sharing and joint learning; and institutions that balance centralization with distributed agency.  相似文献

Recidivism, repeated criminal behavior after conviction and correction of prior offenses, is a costly problem across the nation. However, the contribution of empathy in determining the risk of recidivism has received limited attention, although lack of empathy has been related to antisocial personality disorder in various studies. Studies linked testosterone to aggression, antisocial behavior, and criminality, and evidence support hormonal connections between empathy and aggression. Adult male prison inmates convicted of violent or nonviolent offenses were included in a cross‐sectional study of empathy, antisocial behavior, salivary testosterone, and recidivism. Subjects underwent criminal history, Empathy Quotient, Levenson Self‐Report Psychopathy Scale, Beck Depression Inventory, Spielberger State‐Trait Anxiety Inventory, and salivary testosterone assays. Bivariate analyses indicated multiple correlations between variables. Multivariate modeling analyses found a significant relationship between self‐reported conviction number and psychopathy scale score (p = 0.013). These preliminary results suggest avenues of investigation of factors contributing to recidivism risk.  相似文献

The first part of this article was published in the Commonwealth Law Bulletin, Volume 33, No 2. The article examines various elements that form part of a modern public fiscal management law as well as the role played by key players and puts forward a number of proposals for reform. Also examined in this article are elements impacting on the effective implementation of a modern fiscal law. The author moreover draws on a wide array of case law to propose core definitions of key fiscal law. While the preoccupation of this article is primarily legal in focus, the author cautions that unless other elements for effective re‐engineering, such as training and proper remuneration, are in place, the benefits mooted by such a legal regime may not materialise. The ultimate aim of a legal and regulatory framework supporting a modern financial management system is for increased accountabilities, transparency and value for money. Where these principles permeate the system of public financial management, from the identification and accounting of public money and the design and content of the Budget or public expenditure system, to the monitoring of the expenditure, the demands of the governed for better government and the protection of the public interest are met. So too are the demands of the governed for better government from the governing and the promotion of the public interest.  相似文献

Very high rates of suicide have been reported from India and the developing world. However, much of the debate on suicide prevention focuses on individuals, methods, site-specific solutions, or particular suicide prevention strategies. This article argues for population based approaches that focus on improving the general health of populations (e.g., macroeconomic policies that aim for social justice, schemes to meet basic human needs, organizing local support groups within vulnerable sections of society, developing and implementing an essential pesticide list, addressing gender issues, and increasing public awareness through the mass media) rather than medical, psychiatric, and other strategies that target individuals (e.g., treatment of mental illness, counseling, etc.) in order to reduce high suicide rates in India and developing countries. Individual approaches will help people in distress and prevent individuals from committing suicide, but will not reduce population suicide rates.  相似文献

The review article systematizes the current academic debate on U. S. foreign policy after 9/11. The main focus lies on different explanations of the causes and consequences of the “war on terror”. Such a problem-oriented approach mirrors the heterogeneity of the debate which cannot adequately be captured by the conventional categories of IR research and foreign policy analysis. With the changing polling environment and the difficulties in correctly measuring public opinion, it is crucial to study the effects of polling practices. Elections provide an opportunity to examine how well polls measure support for political parties and how polling practices influence the accuracy of polls. Based on 110 pre-election polls conducted in Sweden, a multiparty system, we find that probability-based samples yield more accurate polls compared to opt-in Internet samples. Thus, our results point to a tradeoff between inexpensive online polls and accuracy.  相似文献

The 2000 Presidential vote is modeled using voter sophistication as a source of heterogeneity. Three measures of sophistication are employed: education, knowledge, and the levels of conceptualization. Interacting them with vote predictors shows little meaningful variation. However, removing the assumption of ordinality from the levels of conceptualization uncovers considerable heterogeneity in the importance of the vote predictors in explaining the vote. Thus, different sophistication measures should not be treated as equivalent, nor combined as if they are equivalent. Few of the issue and candidate components are relevant to those with a less sophisticated understanding of politics. The opposite partisan attachments of the two most sophisticated groups suggest that sophistication’s impact on the vote can be confounded by partisanship.  相似文献
